These are: (a) the authentication of genuine euro banknotes; (b) the detection and separation of euro banknotes suspected to be counterfeit; (c) the detection and separation of unfit euro banknotes from fit euro banknotes, if applicable; and (d) the tracing of objects identified as suspect counterfeit euro banknotes and of euro banknotes that are not clearly authenticated, if applicable.

Emphasisesthat the euro has emerged as the second most important international currency behind the US dollar; in particular, considers that the wide use of the euro in international bond markets is a key feature of the euro's international role; regrets that the Eurogroup president, the Commission and the ECB continue to be represented to very different extents in the various international institutions and fora; observes with interest that the Eurogroup and the ECOFIN Council have considered proposals to strengthen the external representation of the euro area and to improve internal coordination in the external scene; considers that further steps are needed before the external representation of the euro area is commensurate with its growing importance in the global economy; considers that a prerequisite for common external representation is the existence of a genuine common economic policy within the euro area; reasserts that the best option for representation of the euro area in the major international financial fora and institutions remains the creation of a single euro area chair;

Points out that detailed national plans for the changeover are necessary for a smooth adoption of the euro; believes that these plans must list the local and national bodies responsible for implementing the introduction of the euro and must include a detailed timeframe for the amendment of national laws and administrative rules and for the adaptation of public bodies; considers that lessons learnt as a result of the introduction of the euro during the first wave of euro-zone membership, as well as the characteristics of the transition to the euro while it is already in circulation and widely used in the applicants, for accession must be thoroughly taken into account;

Considers that more small denomination notes (5 and 10 euro) are needed when withdrawals are made from ATMs (automatic teller machines); expresses its doubts about the issue of the 500 euro note and the link to money laundering; calls for a working party on the use of the euro, set up by the Commission and the ECB, to address the need for a 1 euro bank note; believes that Member States should remain free to decide whether or not to distribute 1 euro cent coins, which consumers and retailers in some areas seem to agree are a nuisance; finally, calls for the progressive elimination of dual price display as soon as possible, in order to accelerate the mental changeover of citizens to the euro;

Council Regulation (EC) No 974/98 of 3 May 1998 on the introduction of the euro , provides for euro notes to be put into circulation by the European Central Bank (ECB) and by the national central banks (NCB) of the participating Member States and for euro coins to be put into circulation by the participating Member States from 1 January 2002; a system for protecting the euro against counterfeiting must therefore be adopted rapidly so that it can be operational before euro notes and coins are put into circulation.
Ingevolge Verordening (EG) nr. 974/98 van de Raad van 3 mei 1998 over de invoering van de euro brengen de Europese Centrale Bank (ECB) en de nationale centrale banken (NCB's) van de deelnemende lidstaten vanaf 1 januari 2002 eurobankbiljetten in omloop en geven de deelnemende lidstaten euromunten uit; er moet dus spoedig een systeem ter bescherming van de euro tegen valsemunterij worden goedgekeurd zodat dit operationeel is voordat de eurobankbiljetten en -munten in omloop worden gebracht.

The minimum amounts that the court sets per day vary between 1 euro and 10 euros, though there is a much greater variation in the maximum amounts, between 60 euros in Greece, 300 euros in Spain and 360 euros in France, all the way up to 5000 euros in Germany.
