Assessments made in the context of the EU’s Roadmap for moving to a competitive low carbon economy in 2050[24] and the Energy Roadmap 2050[25] see CCS, if commercialised, as an important technology contributing to the transition to a low carbon energy system in the EU. Proper and consistent implementation of the CCS regulatory framework across Europe, in particular regarding the selection, operation, closure and post-closure of storage sites and the assessment to retrofit large combustion plants for CO2 capture, is of paramount importance with a view to supporting the demonstration and subsequent deployment of CCS in an environmentally safe way and boosting public confidence in the technology.

Emphasises that, in the absence of a high carbon price, Member States that wish to promote deployment of CCS have the key role to play in providing a transparent revenue stream and such other financial support as may be necessary to secure the construction and operation of flagship projects, while enabling operators who face high first-mover costs to secure a return on their investment; notes that appropriate regulatory arrangements may also be required if CCS is to be deployed on a commercial basis; recognises the necessity of environmental safety standards being met;

When establishing harmonised rules for the verification of operator’s or aircraft operator’s reports and the accreditation of verifiers, it is necessary to ensure that the burden imposed on operators emitting a lower amount of carbon dioxide (CO) per year, on aircraft operators considered small emitters within the meaning of Regulation (EU) No 601/2012, as well as on the available resources of the Member States is not disproportionate to the aims pursued.

The basic points of the agreement are, first of all, an undertaking to examine the imposition of limits on carbon dioxide emissions on all new power stations during the first review of the directive, the adoption of a mechanism to finance the cost of monitoring and of restoring possible damage, the mandatory opinion of the European Commission on storage licences, risk analysis and evaluation for clean electricity, stronger monitoring requirements for storage sites, the submission of reports, the repair of possible leakage and, finally, the creation of a clear framework of responsibility for operators during the operation of the site until such time as responsibility is transferred to the national authorities.
