TRADUCTIONS EN CONTEXTE

In accordance with Article 95 of Regulation (EU) 2017/625, the Commission carried out a public call for selection and designation of a European Union Reference Centre for Animal Welfare that should support the activities of the Commission and of the Member States in relation to the application of the rules laying down welfare requirements for animals referred to in point (f) of Article 1(2) of that Regulation.
De Commissie heeft overeenkomstig artikel 95 van Verordening (EU) 2017/625 een openbare oproep gedaan voor de selectie en aanwijzing van een referentiecentrum van de Europese Unie voor dierenwelzijn dat de activiteiten van de Commissie en de lidstaten in verband met de toepassing van de in artikel 1, lid 2, onder f), van die verordening bedoelde dierenwelzijnsvoorschriften moet ondersteunen.

Calls for the EU institutions, agencies and bodies, as well as the Member States and their law enforcement agencies, to cooperate and concretely coordinate their actions to counter the use of ICT to commit crimes related to trafficking in human beings, cyber-harassment and cyber-stalking, given that they are often transborder in nature and that EU-level coordination is vital for prosecuting these crimes; calls on the Member States to review and potentially revise their criminal law to ensure that new forms of digital violence are clearly defined and recognised, and to ensure that appropriate modes of prosecution are in place; calls on the Member States to adopt reporting portals so that citizens will have their own secure and confidential place online where they can report harassment from internet users; calls for the EU Cybersecurity Strategy and the Europol Cybercrime Centre to cover these issues; calls on the Commission to promote training and capacity-building for victim support in digital matters among police and judicial authorities, as well as psychological support during court cases related to the issue.

In the period 2014-2020, new KICs will therefore be set up in three waves. A call for two KICs will be launched in 2014, a further call for two KICs in 2016 and finally a call for one KIC in 2018, subject to a positive outcome of the review of the EIT provided for in Article 32(2) of Regulation (EU) No 1291/2013 of the European Parliament and of the Council , leading up to a portfolio of eight KICs in the period 2014-2020 (equalling the set-up of 35-45 co-location centres across the Union).

To enhance the EU’s capacity to confront specific crime phenomena, which particularly call for a common effort, Europol is given a possibility to develop centres to fight specific forms of crime, for example the European Cybercrime Centre.

In this Resolution, the Parliament, amongst others, "suggests that the Commission should propose without delay to the Council (over and above the requirement for it to report every three years on Union citizenship pursuant to Article 22 of the EC Treaty) that common concepts and binding guidelines enabling common standards to be established in the field of consular protection be adopted; calls on the Commission to intensify its communication and information efforts, in particular by establishing a single European emergency telephone number for inclusion in the passports of Union citizens together with the text of Article 20 of the EC Treaty, enabling any Union citizen to be connected to a call centre which will provide him with comprehensive information in the event of a critical situation triggering the consular protection process in particular an up-to-date list of contact details for the Member States' embassies and consulates to which he is entitled to apply; the number could be administered on a central basis in Brussels; calls on the Commission to submit to it, once the Lisbon Treaty has been ratified, a proposal for amending Decision 95/553/EC, so that it expressly includes: diplomatic protection; the identification and repatriation of mortal remains; simplification of the procedures for advancing money".
In die resolutie pleit het Europees Parlement er onder meer voor dat de Commissie – los van haar verplichting uit hoofde van artikel 22 van het EG-Verdrag om de drie jaar verslag uit te brengen over het burgerschap van de Unie – de Raad onverwijld voorstelt gezamenlijke concepten en dwingende richtlijnen vast te stellen om tot gemeenschappelijke normen op het gebied van consulaire bescherming te komen. Voorts verzoekt het Parlement de Commissie om de instelling van één Europees noodnummer, dat samen met artikel 20 van het EG-Verdrag in het paspoort van de burgers van de Unie wordt afgedrukt en waarmee elke burger van de Unie in verbinding kan worden gebracht met een inlichtingenbureau waar hij alle nodige informatie kan ontvangen ingeval hij in een kritieke situatie komt te verkeren waarin hij consulaire bescherming moet inroepen, en dan met name de bijgewerkte lijst met gegevens van de ambassades en consulaten van de lidstaten waartoe hij zich mag richten; voor dit alarmnummer zou in Brussel een centrale kunnen worden ingericht. Het Parlement verzoekt de Commissie tevens om haar na ratificatie van het Verdrag van Lissabon een voorstel tot wijziging van Besluit 95/553/EG voor te leggen, teneinde daarin uitdrukkelijk op te nemen: de diplomatieke bescherming; de identificatie en repatriëring van stoffelijke resten; een vereenvoudiging van de procedures voor financiële voorschotten.

The Joint Research Centre, hereinafter referred to as ‘the JRC’, should implement the research and training activities carried out by means of the so-called Direct Actions under a JRC specific programme implementing the Euratom Framework Programme.
