Whereas Decision No 1/98 of the EC-Turkey Association Council of 25 February 1998 on the trade regime for agricultural products establishes the system of preferences applicable to imports into the Community of agricultural products originating in Turkey; whereas provision should be made to allow the Commission to adopt special detailed rules for the application of that new import regime, without prejudice to Articles 6 and 7 of Council Regulation (EC) No 1981/94 of 25 July 1994 opening and providing for the administration of Community tariff quotas for certain products originating in Algeria, Cyprus, Egypt, Israel, Jordan, Malta, Morocco, West Bank and Gaza Strip, Tunisia and Turkey, and providing detailed rules for extending and adapting these tariff quotas (1);
Overwegende dat bij Besluit nr. 1/98 van de Associatieraad EG-Turkije van 25 februari 1998 betreffende de handelsregeling voor landbouwproducten een preferentiële regeling voor de invoer in de Gemeenschap van landbouwproducten van oorsprong uit Turkije is vastgesteld; dat er een bepaling dient te komen die het de Commissie mogelijk maakt de specifieke uitvoeringsbepalingen vast te stellen die nodig zijn voor de uitvoering van deze nieuwe invoerregeling, onverminderd het bepaalde in de artikelen 6 en 7 van Verordening (EG) nr. 1981/94 van de Raad van 25 juli 1994 betreffende de opening en de wijze van beheer van communautaire tariefcontingenten voor bepaalde producten van oorsprong uit Algerije, Cyprus, Egypte, Israël, Jordanië, Malta, Marokko, de Westelijke Jordaanoever en de Gazastrook, Tunesië en Turkije, alsmede modaliteiten voor de verlenging of aanpassing van die contingenten (1);

Whereas the free fixing of rates for the carriage of goods by road is the tariff system best suited to the creation of the free transport market as decided upon by the Council, to internal market objectives and to the need for a tariff system applied uniformly throughout the Community; whereas this tariff system is also well suited to the specific situation of the sector concerned;
Overwegende dat vrije prijsvorming voor het goederenvervoer over de weg gezien moet worden als de tariefregeling die het best overeenstemt met de totstandbrenging van een vrije vervoermarkt, waartoe de Raad heeft besloten, alsmede met de doelstellingen van de interne markt en de noodzaak een tariefstelsel tot stand te brengen dat in de gehele Gemeenschap uniform kan worden toegepast; dat deze tariefregeling tevens is aangepast aan de concrete situatie van de betrokken sector;
