The scheme will be granted to beneficiaries who have taken on board the relevant international standards relating to sustainable development, including basic human rights conventions (agreements designed to uphold political and economic and social rights, combat torture and discrimination on grounds of race and gender, and protect women's and children's rights), labour rights conventions and certain conventions relating to environmental protection (e.g. conventions designed to combat trafficking in endangered species and to protect the ozone layer), as well as the various conventions relating to the fight against illegal drugs production and trafficking, which is of course an important development policy (see above).

The pilot project will also involve a study to gain a better understanding of precarious work in 12 Member States, and to promote its conversion into employment relationships carrying more social rights, in particular, by looking at what the Member States can do in practical terms to encourage this transformation and identify a core of basic social rights. A case study of the situation of migrant domestic workers in Italy was carried out recently in connection with a project on decent work and industrial relations cofinanced by the Commission.
