Extensive research efforts have been made through the European Union 5th Framework Programme for Research to study the pathways of atmospheric particles and their impacts both on human health and on the environment[9].

J. whereas recent scientific studies have delivered further proof of the anthropogenic disturbance of the earth's atmosphere, whereas the physical science of climate change is assessing the concrete implications of already existing levels of global warming caused by historical emissions, whereas the data collected from such studies underline the urgent need for adaptation and mitigation measures to be implemented in order to limit alarming risk to humans, the biodiversity of flora and fauna, habitats and infrastructure, first and foremost in the developing world but also in Europe and other wealthier parts of the world,

I therefore agree with the Temporary Committee on Climate Change and the rapporteur on the need for more urgent, major studies into the effects of climate change, monitoring phenomena such as desertification, melting of the ice-caps, changes in the marine environment, catastrophic atmospheric incidents and so on. The latest reports of the European Environment Agency point to the need to do much more to comply with the Kyoto and other targets for reduction set out at the March 2007 EU Council.
Ik ben het dan ook met de Tijdelijke Commissie klimaatverandering eens dat er dringend omvangrijk onderzoek moet worden gedaan naar de gevolgen van de klimaatverandering, waarbij verschijnselen zoals de ontbossing, het smelten van de ijskappen, veranderingen in het mariene ecosysteem, grote verstoringen van de atmosfeer van de aarde, enzovoorts, gevolgd moeten worden. De meest recente rapporten van het Europees Milieuagentschap laten zien dat er meer gedaan moet worden om de doelstellingen van Kyoto en andere verminderingsdoelstellingen, zoals vastgesteld door de EU-Raad in maart 2007, te halen.

In addition, the PTS will seek the cooperation with EU Member States’ institutions in specific fields, such as laboratory support, quality control, logistics and atmospheric transport studies.
Voorts zal het PTS de instellingen van de lidstaten van de Europese Unie vragen mee te werken op specifieke gebieden, zoals laboratoriumsteun, kwaliteitscontrole, logistiek en studies naar atmosferisch transport.

(5) Whereas, with regard to the aspects concerning the protection of the environment, namely atmospheric and noise pollution, it is necessary to pursue the aim of constantly improving the environment; whereas, for this purpose, limit values for pollutants and sound level must be laid down for the fastest possible application; whereas subsequent reductions in the limit values and changes in the testing procedure may be decided upon only on the basis of studies and research to be undertaken or pursued into the available or conceivable technological potential and into an analysis of their cost/benefit ratios in order to permit production, on an industrial scale, of vehicles which are able to meet these more stringent limits; whereas the decision on that subsequent reduction must be taken by the European Parliament and the Council at least three years before these limit values enter into force in order to enable the industry to take the necessary measures whereby their products may, by the intended date, comply with the new Community provisions; whereas the Decision of the European Parliament and of the Council will be based on proposals to be submitted by the Commission in due course;
(5) Overwegende dat het voor wat betreft de aspecten van de milieubescherming, namelijk de luchtvervuiling en de geluidshinder, noodzakelijk is ernaar te streven het milieu permanent te verbeteren; dat hiertoe de vastgestelde grenswaarden voor verontreinigende stoffen en het geluidsniveau, die zo spoedig mogelijk moeten worden toegepast, in een later stadium moeten worden aangescherpt; dat deze aanscherping in een later stadium alleen kan worden vastgesteld aan de hand van uit te voeren of voort te zetten studies en onderzoek naar beschikbare of denkbare technologische mogelijkheden en aan de hand van analyses van de kosten-batenverhouding daarvan om een productie op industriële schaal van voertuigen die aan de strengere grenswaarden kunnen voldoen, mogelijk te maken; dat de beslissing voor deze aanscherping in een later stadium minstens drie jaar vóór de datum van vankrachtwording door het Europees Parlement en de Raad moet worden genomen om de industrie in de gelegenheid te stellen de noodzakelijke maatregelen te nemen zodat hun productie op de vastgestelde datum kan voldoen aan de nieuwe communautaire bepalingen; dat het besluit van het Europees Parlement en de Raad gebaseerd moet zijn op voorstellen die de Commissie te zijner tijd zal voorleggen;
