Het besluit voorziet in een beheersmechanisme voor de financiering van de gemeenschappelijke kosten van de operaties van de Europese Unie die gevolgen hebben op militair of defensiegebied, Athena genaamd.

On the basis of a proposal by the administrator and after informing the Special Committee, the Secretary-General of the Council shall appoint an internal auditor of the Athena mechanism, and at least one deputy internal auditor, for a period of four years, renewable up to a total period not exceeding 8 years; internal auditors must have the necessary professional qualifications and offer sufficient guarantees of security and independence.

Op voorstel van de beheerder en na het speciaal comité te hebben ingelicht, benoemt de secretaris-generaal van de Raad voor een periode van vier jaar, die tot maximaal acht jaar kan worden verlengd een interne controleur van Athena, en ten minste één plaatsvervangend interne controleur. De interne controleurs moeten de nodige beroepskwalificaties hebben en voldoende waarborgen bieden inzake veiligheid en onafhankelijkheid.
