The Union Civil Protection Mechanism (the Mechanism) seeks to strengthen cooperation between the EU and EU countries, and to facilitate coordination between them, in the field of civil protection.
Het Uniemechanisme voor civiele bescherming („het Uniemechanisme”) is erop gericht de samenwerking tussen de EU en de EU-landen op het vlak van civiele bescherming te versterken en de coördinatie te vergemakkelijken.

1. The Union Civil Protection Mechanism ("the Union Mechanism") shall aim to strengthen the cooperation between the Union and the Member States and to facilitate coordination in the field of civil protection in order to improve the effectiveness of systems for preventing, preparing for and responding to natural and man-made disasters.

Het Uniemechanisme voor civiele bescherming ("het Uniemechanisme") is gericht op het versterken van de samenwerking tussen de Unie en de lidstaten en het faciliteren van de coördinatie op het terrein van civiele bescherming, om zodoende te komen tot een grotere doeltreffendheid van systemen op het gebied van de preventie, de paraatheid en de respons ten aanzien van door de mens of de natuur veroorzaakte rampen.

The protection to be ensured under the Union Civil Protection Mechanism ("the Union Mechanism") should cover primarily people, but also the environment and property, including cultural heritage, against all kinds of natural and man-made disasters, including environmental disasters, marine pollution and acute health emergencies, occurring inside or outside the Union.
Het Uniemechanisme voor civiele bescherming ("het Uniemechanisme") dient weliswaar in de eerste plaats de bescherming te waarborgen van mensen, maar ook die van het milieu en eigendommen, waaronder cultureel erfgoed, bij alle soorten door de mens of de natuur veroorzaakte rampen, waaronder milieurampen, verontreiniging van de zee en acute noodsituaties op het gebied van de volksgezondheid, die zich binnen of buiten de Unie voordoen.

A Community Civil Protection Mechanism was established by Council Decision 2001/792/EC, Euratom (2), recast by Council Decision 2007/779/EC, Euratom (3).

Calls for the urgent establishment of a European crisis-response mechanism, based in the Commission's services, which should coordinate civilian and military means so as to ensure that the EU has a rapid-response capability to deal with a CBRN disaster; and reiterates its call for the establishment of a European civil protection force based on the existing EU Civil Protection Mechanism, which will enable the Union to bring together the resources necessary for providing emergency assistance, including humanitarian aid, within 24 hours of a CBRN disaster inside or outside EU territory; stresses that suitable bridges and partnerships should also be built between bodies such as Europol, Interpol and law-enforcement authorities in the Member States with a view to creating an appropriate and effective network for proactive anticipation/real-time monitoring of emergencies and operational engagement/coordination to deal with CBRN-related disasters, and stresses the need to report to the Commission as well; recalls the 2006 Barnier report entitled ‘For a European civil protection force: Europe aid’ (23) which Parliament strongly supported, and welcomes in that regard the new willingness by the Commission to create a European Emergency Response Capacity, as stated in the Commission Communication entitled ‘Towards a stronger European disaster response: the role of civil protection and humanitarian assistance’ (COM(2010)0600);
dringt erop aan dat bij de diensten van de Commissie met spoed een Europees mechanisme voor de reactie op crisissituaties wordt ingericht, waar civiele en militaire middelen worden gecoördineerd om ervoor te zorgen dat de EU snel op een CBRN-ramp kan reageren; herhaalt zijn verzoek om de oprichting van een Europese civiele beschermingsmacht op basis van het bestaande mechanisme voor civiele bescherming van de EU, die de Unie in staat zal stellen de nodige middelen bijeen te brengen voor het verlenen van spoedhulp, met inbegrip van humanitaire hulp, binnen 24 uur nadat een CBRN-ramp zich binnen of buiten het grondgebied van de EU heeft voorgedaan; onderstreept dat passende bruggen moeten worden geslagen en partnerschappen moeten worden aangegaan tussen instanties zoals Europol, Interpol en wetshandhavingsinstanties in de lidstaten om een geschikt en doeltreffend netwerk op te zetten voor vroegtijdige opsporing/real-timecontrole van noodsituaties en voor interventies/coördinatie om op met CBRN verband houdende rampen te reageren, en onderstreept tevens dat aan de Commissie verslag moet worden uitgebracht; herinnert aan het verslag-Barnier van 2006 „Op weg naar een Europese civiele beschermingsmacht: Europe Aid” (23) dat door het Parlement krachtig werd gesteund, en is in dat verband verheugd over de hernieuwde bereidheid van de Commissie om een Europese responscapaciteit voor noodsituaties in te stellen, zoals uiteengezet in de mededeling van de Commissie „Naar een krachtigere Europese respons bij rampen: de rol van civiele bescherming en humanitaire hulp” (COM(2010)0600);

The Mechanism could also be a tool for facilitating and supporting crisis management in accordance with the Joint Declaration by the Council and the Commission of 29 September 2003 on the use of the Community Civil Protection Mechanism in crisis management referred to in Title V of the Treaty on the European Union.
Dit mechanisme zou ook een werktuig kunnen zijn om de in titel V van het Verdrag betreffende de Europese Unie bedoelde crisisbeheersing te vergemakkelijken en te ondersteunen overeenkomstig de gezamenlijke verklaring van de Raad en de Commissie van 29 september 2003 over het gebruik van het communautaire mechanisme voor civiele bescherming bij crisisbeheersing.
