5. The following priority aspects of development aid action must be taken into account: (a) promotion of local economic development through support for small and medium-sized businesses, cooperatives and the informal sector, and for agricultural, craft, industrial, and commercial production, with encouragement of access to credit, technical assistance and training, in particular for women and young entrepreneurs; (b) encouragement of vocational training closely linked with local economic potential in the context of local policies and sustainable policies and initiatives to boost employment; (c) promotion of action to reduce cases of insecurity and violence by improving the operation of public institutions in the context of the rule of law; (d) increased opportunities for all members of society - in particular, women, the young and disadvantaged groups - to participate in development action and the democratic process; (e) improvement of the operation of basic health services, preventive medicine and community health programmes and action designed to meet the priority health concerns of communities; (f) promotion of basic education and all educational initiatives and action to encourage communities to put down stronger roots; (g) promotion of methods for the economic exploitation of natural resources which can also have a positive impact on the environment and improve the quality of life of communities; (h) general and programmatic support for developing countries involved with the reintegration of returning migrants; (i) decentralized cooperation, particularly as part of long- term programmes, as a means of establishing the necessary lasting links between development aid and immigration policy.
5. In het kader van deze ontwikkelingssamenwerkingsmaatregelen moet aandacht worden besteed aan de volgende prioritaire onderdelen : a) bevordering van de plaatselijke economische ontwikkeling door middel van steunverlening aan het midden- en kleinbedrijf, coöperaties en de informele sector, steunverlening aan de activiteit in de landbouw-, de ambachtelijke, de industriële en de commerciële sector met bevordering van de toegang tot krediet, technische bijstand en opleiding, met name voor vrouwen en voor jonge ondernemers ; b) bevordering van de beroepsopleiding die nauw aansluit bij de plaatselijke economische mogelijkheden in het kader van plaatselijke beleidsmaatregelen alsmede beleid en initiatieven met een duurzaam karakter ter bevordering van de werkgelegenheid ; c) bevordering van maatregelen voor de terugdringing van onzekerheid en geweld door de werking van de overheidsinstellingen in het kader van de rechtsstaat te verbeteren ; d) verruiming van de kansen voor alle maatschappelijke geledingen, in het bijzonder vrouwen, jongeren en zwakke groepen, om deel te nemen aan de ontwikkelingsprocessen en de werking van het democratisch bestel ; e) verbetering van de werking van de medische basisvoorzieningen, de communautaire programma's voor preventieve geneeskunde en gezondheidszorg en de maatregelen waarmee kan worden voldaan aan de prioritaire behoeften van de bevolking op het gebied van gezondheidszorg ; f) bevordering van het basisonderwijs en van alle initiatieven op het gebied van onderwijs en acties die de bevolking sterker verbonden maken met de woonplaats ; g) bevordering van wijzen van economische exploitatie van de natuurlijke rijkdommen die ook gunstige gevolgen kunnen hebben voor het milieu en die de levenskwaliteit van de bevolking kunnen verbeteren ; h) steun, in een algemeen kader en als onderdeel van programma's, voor ontwikkelingslanden die maatregelen nemen om terugkerende migranten opnieuw te integreren ; i) gedecentraliseerde samenwerk ...
