Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Every Member State shall recognise the qualification of specialised doctors awarded in Spain to doctors who completed their specialist training before 1 January 1995, even if that training does not satisfy the minimum training requirements provided for in Article 25, insofar as that qualification is accompanied by a certificate issued by the competent Spanish authorities and attesting that the person concerned has passed the examination in specific professional competence held in the context of exceptional measures concerning recognition laid down in Royal Decree 1497/99, with a view to ascertaining that the person concerned possesses a level of knowledge and skill comparable to that of doctors who possess a qualification as a specialised doctor defined for Spain in Annex V, points 5.1.2 and 5.1.3 .

Without prejudice to cases covered by criminal law, the competent authorities, bodies or natural or legal persons other than competent authorities which receive confidential information pursuant to this Directive may use it only in the performance of their duties and for the exercise of their functions, in the case of the competent authorities, within the scope of this Directive or, in the case of other authorities, bodies or natural or legal persons, for the purpose for which such information was provided to them and/or in the context of administrative or judicial proceedings specifically related to the exercise of those functions. However, where the competent authority or other authority, body or person communicating information consents thereto, the authority receiving the information may use it for other purposes.

8) in Article 9, the following paragraph shall be added: "2a Member States shall recognise evidence of formal qualifications in specialised medicine awarded in Spain to doctors who completed specialised training before 1 January 1995 which did not comply with the formal training requirements laid down in Articles 24 to 27, if the evidence is accompanied by a certificate awarded by the competent Spanish authorities attesting to the fact that the person concerned has passed the test of specific professional competence organised in the context of the special regularisation measures contained in Royal Decree 1497/99 with the aim of verifying that the person concerned has a level of knowledge and competence comparable to that of doctors holding the specialist doctors' qualifications which, in the case of Spain, are referred to in Articles 5(3) and 7(2)".
8. aan artikel 9 wordt het volgende lid 2 bis toegevoegd: "2 bis. De lidstaten erkennen de titels van de specialist welke in Spanje zijn afgegeven aan artsen die vóór 1 januari 1995 een specialistenopleiding hebben voltooid die niet voldeed aan de formele opleidingsvoorwaarden van de artikelen 24 tot en met 27, mits deze titels vergezeld gaan van een verklaring van de bevoegde Spaanse autoriteiten waaruit blijkt, dat de betrokkene met goed gevolg heeft deelgenomen aan de proeve van specifieke beroepsbekwaamheid in het kader van de speciale regularisatiemaatregelen van Koninklijk Besluit 1497/99 waarbij wordt getoetst of het niveau van kennis en bekwaamheid van betrokkene vergelijkbaar is met dat van de artsen met de titel van specialist zoals voor Spanje vermeld in de artikelen 5, lid 3, en 7, lid 2".

Research will focus on: developing promising candidate interventions (vaccines, therapies and HIV microbicides) against the target diseases by sponsoring research over the full spectrum from basic molecular research, taking advantage of microbial genomics, through to pre-clinical testing and proof-of-principle; establishing a clinical trials programme to unite and support Europe's clinical trial activities specifically targeted at interventions for use in developing countries; establishing an AIDS Therapy Trials Network in Europe to improve the coherence and complementarity of clinical trials of AIDS therapies for European use.
Het onderzoek wordt geconcentreerd op: de ontwikkeling van veelbelovende interventiemogelijkheden (vaccins, therapieën en geneesmiddelen tegen het HIV) ter bestrijding van de doelziekten door middel van financiering van wetenschappelijk onderzoek dat het hele spectrum van mogelijke benaderingen omvat: van fundamenteel moleculair onderzoek op basis van de genomica van micro-organismen tot en met preklinisch onderzoek en het aantonen van de principiële bruikbaarheid van nieuwe technieken; instelling van een programma voor klinische proeven, teneinde de Europese activiteiten inzake klinische proeven die specifiek met het oog op toepassingen in ontwikkelingslanden worden ontplooid, te bundelen en te steunen; totstandbrenging van een netwerk voor de beproeving van AIDS-therapieën in Europa, ter verbetering van de onderlinge samenhang en complementariteit van klinische proeven met betrekking tot AIDS-therapieën die voor toepassing in Europa zijn bestemd.
