Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). 2. Without prejudice to Article 31 of Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users' rights relating to electronic communications networks and services (Universal Service Directive)(16), Member States shall not maintain legal or administrative measures which oblige operators, when granting access or interconnection, to offer different terms and conditions to different undertakings for equivalent services and/or imposing obligations that are not related to the actual access and interconnection services provided without prejudice to the conditions fixed in the Annex of Directive 2002/20/EC (Authorisation Directive).
2. Onverminderd artikel 31 van Richtlijn 2002/22/EG van het Europees Parlement en de Raad van 7 maart 2002 inzake de universele dienst en gebruikersrechten met betrekking tot elektronische-communicatienetwerken en -diensten (universeledienstrichtlijn)(16) handhaven de lidstaten geen wettelijke of bestuursrechtelijke maatregelen die exploitanten verplichten om, wanneer zij toegang of interconnectie mogelijk maken, voor gelijkwaardige diensten ten aanzien van verschillende ondernemingen verschillende eisen en voorwaarden te hanteren, en/of die de exploitanten verplichtingen opleggen die geen verband houden met de daadwerkelijk geleverde toegangs- en interconnectiediensten, onverminderd de voorwaarden in de bijlage bij Richtlijn 2002/20/EG (machtigingsrichtlijn).

The independent body administering the fund is to be responsible for collecting contributions from undertakings which are assessed as liable to contribute to the net cost of universal service obligations in the Member State and is to oversee the transfer of sums due and/or administrative payments to the undertakings entitled to receive payments from the fund.
