EMPHASISES the importance of the Standing Committee's advisory role; CONSIDERS that the Standing Committee should assist the COP in providing guidance with respect to the financial mechanism of the Convention aiming at improving coherence, encourage synergies and coordination in the delivery of international climate change financing; in this context, the Standing Committee should review the distribution of climate finance, identify finance gaps and provide a regular overview of climate financing provided to developing countries. In this context PROPOSES that the UNFCCC Secretariat should support the Standing Committee’s work, and regularly collate comprehensive information on both public and private climate finance flows".
BEKLEMTOONT het belang van de rol van het Permanent Comité; IS VAN OORDEEL dat het Permanent Comité de CoP moet bijstaan door sturing te bieden met betrekking tot de financiële mechanismen van het verdrag, met als doel een betere samenhang, het aanmoedigen van synergieën en coördinatie bij de totstandkoming van internationale klimaatfinanciering; het Permanent Comité moet in dit verband de verdeling van de klimaatfinanciering evalueren, financieringslacunes in kaart brengen en regelmatig een overzicht opstellen van de aan de ontwikkelingslanden verstrekte financiering; STELT in dit verband VOOR dat het secretariaat van het UNFCCC het Permanent Comité in zijn werkzaamheden bijstaat, en regelmatig uitvoerige informatie samenbrengt over klimaatfinancieringsstromen van de overheid en de particuliere sector".

The authority concerned must, however, seek a decision from the National Council as to whether such a connection exists, where this is so requested by the member in question or one third of the members of the appropriate standing committee. If a request has been made to that effect, all procedural steps must cease or be discontinued immediately.
De vervolgende instantie moet echter de Nationale Raad om een besluit over het bestaan van een dergelijk verband verzoeken, indien de betrokken afgevaardigde of een derde van de leden van de vaste commissie die met deze aangelegenheden is belast, zulks verlangt. Wordt dit verlangen kenbaar gemaakt, dan moet elke vervolgingshandeling van overheidswege onmiddellijk achterwege blijven of worden gestaakt.

Where a Member State or the Commission considers that the standards referred to in Article 5 (3b) do not entirely meet the adopted specifications as provided for by Article 4, the Member State concerned or the Commission shall inform the Standing Committee set up by Article 5 of Directive 98/34/EC giving the reasons therefor. The Committee shall issue an opinion as a matter of urgency.
Indien een lidstaat of de Commissie van mening is dat de in artikel 5, lid 3 ter bedoelde normen niet geheel in overeenstemming zijn met de aangenomen specificaties overeenkomstig artikel 4, legt de betrokken lidstaat of de Commissie de kwestie met toelichting voor aan het bij artikel 5 van Richtlijn 98/34/EG ingestelde permanente comité.
