As part of a broader effort to enhance consistency between the internal and external dimensions of security, work was taken forward through the Political and Security Committee (PSC) and the Standing Committee on Internal Security (COSI) to implement the roadmap on strengthening ties between the Common Security and Defence Policy and actors dealing with Freedom, Security and Justice, and to further develop synergies in other areas such as cyber security, critical infrastructure protection and counter-terrorism.

calls for the creation of the evaluation system to give Parliament and national parliaments access to information related to the policies (Article 70 of the TFEU) and activities of the internal security committee (Article 71 of the TFEU) as well as of EUROPOL (Article 88 of the TFEU) and Eurojust (Article 85 of the TFEU), together with the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex), the European Asylum Support Office (EASO) and the Schengen system; considers, in this framework, that Parliament should be granted the right to deliver a binding opinion on the appointment of the agencies' directors (as Parliament is also the budgetary authority),

The Standing Committee on operational cooperation on internal security (hereinafter referred to as ‘the Standing Committee’) foreseen in Article 71 of the Treaty is hereby set up within the Council.
Het Permanent Comité operationele samenwerking op het gebied van de binnenlandse veiligheid, (hierna „het Permanent Comité” genoemd), bedoeld in artikel 71 van het Verdrag, wordt hierbij in het kader van de Raad opgericht.
