The Commission's proposal of November 2001 for the 2002-04 premiums and quotas for tobacco also set the scene for allowing the phasing out of subsidies while simultaneously putting in place measures to develop alternative sources of income and economic activity for tobacco workers and growers, in line with the Commission communication on sustainable development.

Today's decision sets the scene for allowing the phasing out of subsidies while simultaneously putting in place measures to develop alternative sources of income and economic activity for tobacco workers and growers, in line with the Commission communication on sustainable development presented at the Gothenburg summit in June 2001 .
Met het voorstel wordt de aanzet gegeven tot de geleidelijke afschaffing van de subsidies, met gelijktijdige invoering van maatregelen om alternatieve inkomstenbronnen en economische activiteiten voor tabakstelers en hun werknemers te creëren, overeenkomstig de mededeling van de Commissie inzake duurzame ontwikkeling tijdens de Europese Raad van Göteborg in juni 2001.

The rapporteur therefore welcomes the recent Commission's communication of 15 May 2001 to the Gothenburg European Council on sustainable development, which sets as an objective for addressing threats to public health the phasing out of tobacco subsidies and the development of alternative sources of income and economic activity for tobacco workers and growers.
Deze subsidies moeten daarom bij de eerste gelegenheid worden afgeschaft. The Commission made a formal declaration at the Agriculture Council meeting on 18 March 2002 stating that: "The Commission recalls that, within the Communication 'A sustainable Europe for a better world', it proposes to adapt the raw tobacco regime at the end of its review in 2002 so as to allow for the for the phasing out of tobacco subsidies while putting in place measures to develop alternative sources of income and economic activity for tobacco growers and workers, and decide on an early date accordingly".
