The Stability Pact is not a pact in favour of the governments, it is a pact against governments, for restricting their action, in order not to neutralise the actions of the Central Bank and in order to maintain price stability.

Rejects the view of the European Council that the Growth Initiative can be financed within the limits of the Stability and Growth Pact, as it was agreed in Amsterdam; criticises the Council for its lack of courage in addressing at the highest political level the open question of the future of the Stability Pact; invites the European Council to take the initiative of drafting a new pact coordinating the national budgets, to guarantee stability and sustainable growth and to penalise excessive deficits only during periods of growth;
3. verwerpt het standpunt van de Europese Raad dat het groei-initiatief kan worden gefinancierd binnen de grenzen van het stabiliteits- en groeipact, zoals in Amsterdam werd overeengekomen; heeft kritiek op de Raad wegens zijn gebrek aan moed om de open vraag betreffende de toekomst van het stabiliteitspact op het hoogste politieke niveau aan te pakken; verzoekt de Europese Raad het initiatief te nemen om een nieuw pact op te stellen dat de nationale begrotingen coördineert teneinde stabiliteit en duurzame groei te waarborgen en al te grote tekorten enkel in perioden van groei te bestraffen;

– having regard to the recommendations adopted by the 4th Parliamentary Conference of the Stability Pact Countries on "Renewal of the Stabilisation and Association Process for South-Eastern Europe and the Perspectives for Accession" organised by the European Parliament in Brussels within the framework of the Presidency of the Troika on Parliamentary Cooperation under the Stability Pact for South-Eastern Europe,
