The multiannual Consumer Programme for the years 2014-20 (‘the Programme’) should help ensure a high level of protection for consumers and fully support the ambitions of Europe 2020 as regards growth and competitiveness by integrating specific concerns identified in Europe 2020 on the digital agenda for Europe in order to ensure that digitalisation actually leads to increased consumer welfare, on sustainable growth by moving towards more sustainable patterns of consumption, on social inclusion by taking into account the specific situation of vulnerable consumers and the needs of an ageing population, and on smart regulation, inter alia, through consumer market monitoring to help design smart and targeted regulations.
Het meerjarige consumentenprogramma voor de jaren 2014-2020 („het programma”) dient bij te dragen tot een hoog beschermingsniveau voor de consument en moet de ambities van de Europa 2020-strategie inzake groei en concurrentievermogen ten volle ondersteunen, door de integratie van specifieke aandachtspunten geïdentificeerd in Europa 2020 met betrekking tot de digitale agenda voor Europa (door ervoor te zorgen dat digitalisering daadwerkelijk tot meer welvaart voor de consumenten leidt), tot duurzame groei (door te streven naar duurzamere consumptiepatronen), tot sociale inclusie (door rekening te houden met de specifieke situatie van kwetsbare consumenten en de behoeften van een vergrijzende bevolking) en tot slimme regelgeving (onder meer door monitoring van de consumentenmarkten met het oog op slimme en doelgerichte regelgeving).

In line with the principles of smart regulation[17], this report will be followed by a thorough impact assessment of the possible improvements to the CPC Regulation to allow the Commission to complete the review called for in Article 21a of the CPC Regulation in early 2015 and to prepare grounds for decision whether a legislative proposal for the amendment of the CPC Regulation is necessary.

This Directive takes into account the Commission's better regulation programme, and, in particular, the Commission Communication entitled "Smart Regulation in the European Union", which aims at designing and delivering regulation of the highest quality whilst respecting the principles of subsidiarity and proportionality and ensuring that the administrative burdens are proportionate to the benefits they bring.
