TRADUCTIONS EN CONTEXTE

With these considerations in mind, in order to keep up the momentum, and building on the experience of the last five years, the Commission has the intention of continuing to closely follow developments in the European risk-capital market and carrying out further analysis in 2004 of aspects of the market where inefficiencies remain, taking into the March 2003 Brussels European Council invitation for the Commission : "to work towards reducing barriers to the creation of a genuine European risk capital market, capable of supporting entrepreneurship, and examine interalia obstacles for investments by institutional investors (pension funds) in venture capital markets" (point 31, second indent, of the Presidency conclusions.).
In het licht van het bovenstaande en voortbouwend op de tijdens de afgelopen 5 jaar opgedane ervaring is de Commissie voornemens de ontwikkelingen op de Europese risicokapitaalmarkt nauwlettend te blijven volgen en in 2004 nader in te gaan op nog steeds inefficiënte marktaspecten teneinde de dynamiek gaande te houden, gelet op het in maart 2003 door de Europese Raad van Brussel tot haar gerichte verzoek: "de belemmeringen voor de totstandbrenging van een echte Europese markt voor risicokapitaal, die het ondernemerschap kan ondersteunen, geleidelijk weg te nemen, en onder meer na te gaan welke belemmeringen er voor institutionele beleggers (pensioenfondsen) op de risicokapitaalmarkten bestaan" (punt 31, tweede streepje, van de conclusies van het voorzitterschap).

But risk-capital markets can often lack scale; this is the case not only for the stock exchanges specialised in financing high-growth companies, but also for risk-capital investment at the start-up or development stage of new enterprises or in high-technology companies.

"The Council RECALLS its conclusions of October 2004 on the follow-up of the Risk Capital Action Plan, whereby it emphasised "the vital role of risk capital markets for providing equity financing to high-growth small and medium-sized companies, and thus for job creation and the development of a vibrant entrepreneurial culture in the EU. Efficient risk capital markets are a key contribution to a competitive, innovative, dynamic EU economy in accordance with the Lisbon strategy".

AGREES that, in conformity with the Council's Rules of Procedure and the relevant European Council's decisions, the format for meeting of the Ecofin Council will be Ministers accompanied by a delegation of 3 persons in the meeting room; AGREES that the Presidency may reflect on possibilities to ensure confidential deliberation in the context of the Ecofin Council; INVITES the EFC and the EPC, while respecting the Council's Rules of Procedure and the respective roles of the Coreper and the Commission, to ensure better coordination of their work. AGREES to monitor closely developments in risk capital financing and innovation through the following steps: Member States are invited to report on the national environments for risk capital in the context of their Lisbon National Reform Programme; the Financial Services Committee is invited to update its assessment on the existing obstacles for the further development of the European risk capital markets, and at least every second year, to report on the progress made on the key remaining barriers; the Commission is invited to study further the conditions for early stage venture capital investment in the EU with a view to future policy initiatives for SMEs, and to present best practices; the EIB and the EIF are invited to further develop their role in facilitating the development of financial products in segments where the private markets fail, including through concentrating on early stage and RD and innovation driven investments; the Commission and the ECB are invited to monitor and assess relevant institutional features that hinder the efficient functioning of the financial system, and to pursue efforts aimed at improving the financial market framework conditions; ENDORSES the attached key messages on the future energy policy for Europe, to be taken into account by the Commission when preparing the Action Plan for the 2007 Spring meeting of the European Council; and INVITES the EFC and EPC to continue their work on ...

In this respect, the full implementation of the FSAP and its continuation in the future are crucial; encourages enhanced co-operation between all services and institutions concerned at Community/National/Regional levels; therefore, recommends that further efforts are made, inter alia by means of a consistent approach at Member States level, to address existing failures and barriers to the development of risk capital markets, on both the supply and demand sides, including by the sharing of best practices; finds that the impact of European legislation on risk capital markets should be properly taken into account when improving and simplifying the regulatory framework.

Although small in relation to other financial markets, the risk capital market is of unique importance in providing a source of equity financing for young and innovative businesses.

The communication stresses that the European risk capital sector is going through a period of adjustment during which, certain areas, in particular, the operation, regulation and the liquidity of the stock markets, or the pan-European dimension of the risk capital market must be further rationalised.
