Achieving the smoothest possible operation and the efficient management of the complex procedures implementing the rules on the coordination of social security systems requires a system for the immediate updating of Annex 4.

A previous consideration must be made: the competence for the organization, financing and management of national social security systems stays in the hands of the Member States.

We know it is not easy to manage social security systems, but it is essential that the citizens of Europe understand the criteria we are using.

(5) Achieving the smoothest possible operation and efficient management of the complex procedures implementing the rules on the coordination of social security systems requires a system for the immediate updating of Annex IV. The preparation and application of provisions to that effect calls for close cooperation between the Member States and the Commission and their implementation should be carried out rapidly, in view of the consequences of delays for citizens and administrative authorities alike.
(5) Voor de verwezenlijking van een zo vlot mogelijk verloop en het efficiënte beheer van de complexe procedures voor de uitvoering van de voorschriften inzake de coördinatie van de socialezekerheidsstelsels is een systeem nodig voor de onmiddellijke bijwerking van bijlage IV. De voorbereiding en toepassing van de bepalingen daartoe vereist een nauwe samenwerking tussen de lidstaten en de Commissie.

However, while the specific programme 'Prevention, Preparedness and Consequence Management of Terrorism' initially gave the impression - as its title indicates - that its only purpose was to improve measures to fight the terrorist threat, a number of actual or potential disasters and the Commission's desire to lay the foundations for a comprehensive security system at European level have, in the meantime, led to a redefinition of the programme's scope.

The Commission has recently submitted to the European Parliament and the Council an amended proposal on establishing an Agency for the operational management of large-scale IT systems in the area of freedom, security and justice.[81] The future IT Agency’s task will be to fulfil the operational management of SIS II, VIS and EURODAC, and any other future IT system in the area of freedom, security and justice, so as to keep these systems functioning on a permanent basis, thus ensuring the uninterrupted flow of information.
