2. This Directive shall not apply to contracts and design contests which the contracting entity awards or organises in accordance with procurement rules provided by an international organisation or international financing institution, where the contracts or design contests concerned are fully financed by that organisation or institution; in the case of contracts or design contests co-financed the most part by an international organisation or international financing institution the parties shall agree on applicable procurement procedures.
2. Opdrachten en prijsvragen die door de aanbestedende instantie volgens de aanbestedingsregels van een internationale organisatie of een internationale financiële instelling worden geplaatst of uitgeschreven, vallen niet onder deze richtlijn indien ze volledig door deze organisatie of instelling worden gefinancierd; in het geval van opdrachten of prijsvragen die voor het grootste deel mede door een internationale organisatie of een internationale financiële instelling worden gefinancierd, komen de partijen overeen welke aanbestedingsprocedures worden toegepast.

This Directive shall not apply to concessions which the contracting authority or contracting entity awards in accordance with procurement rules provided by an international organisation or international financing institution, where the concessions concerned are fully financed by that organisation or institution. In the case of concessions co-financed for the most part by an international organisation or international financing institution, the parties shall agree on applicable procurement procedures .

REITERATES the importance of further studying the contribution and economic implications of all potential sources of revenue to address the need for international finance to support climate change actions in developing countries; LOOKS FORWARD to discussions on climate finance in the context of the UNFCCC and in other international fora; RECALLS that the Commission and the EFC/ EPC have been invited to prepare a detailed analysis based on the AGF report setting out the key elements of the mix of international and national, public and private finance instruments needed to deliver scaled-up financial flows after 2012 in the context of a binding and comprehensive global agreement.

Underlines the success of innovative financing mechanisms to date, in particular the UNITAID international facility for the purchase of drugs, the International Finance Facility for Immunisation (IFFIm) and the advance market commitment (AMC) for vaccination against pneumococcal disease, which have to date raised over USD 2 billion; notes that other innovative financing mechanisms have also proved effective, for example debt-for-nature or debt-for-health swaps or bunker fuel taxes;
61. benadrukt het succes van de tot nu toe ingevoerde innoverende financieringsmechanismen, in het bijzonder de internationale faciliteit voor de aankoop van geneesmiddelen UNITAID, de internationale financieringsfaciliteit voor immunisering (IFFIm) en de toekomstige aankoopgarantie (AMC) voor de entstof tegen pneumococcus, waarmee tot nu toe meer dan twee miljard dollar bijeen is gebracht; merkt op dat andere innoverende financieringsmechanismen eveneens doeltreffend zijn gebleken, zoals de debt-for-nature en debt-for-health swaps (ruil van schulden tegen natuurbehouds- of gezondheidsmaatregelen) en de heffingen op scheepsbrandstoffen;
