Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). IN-CONTEXT TRANSLATIONS

1. This Regulation establishes a European Union Agency for Network and Information Security (ENISA, hereinafter ‘the Agency’) to undertake the tasks assigned to it for the purpose of contributing to a high level of network and information security within the Union and in order to raise awareness of network and information security and to develop and promote a culture, of network and information security in society for the benefit of citizens, consumers, enterprises and public sector organisations in the Union, thus contributing to the establishment and proper functioning of the internal market.
1. Bij deze verordening wordt een Agentschap van de Europese Unie voor netwerk- en informatiebeveiliging (Enisa, hierna „het Agentschap”) opgericht voor de uitvoering van de aan deze toegewezen taken met als doel bij te dragen tot een hoog niveau van netwerk- en informatiebeveiliging in de Unie en ten einde het bewustzijn aangaande netwerk- en informatiebeveiliging te vergroten en een cultuur van netwerk- en informatiebeveiliging ten behoeve van burgers, consumenten, bedrijven en publieke organen in de Unie te ontwikkelen en te bevorderen en op die manier bij te dragen tot de totstandbrenging en de goede werking van de interne markt.

In order to enhance the capacity of the Community, the Member States and consequently the business community to prevent, to address and to respond to major network and information security risks, the European Network and Information Security Agency (ENISA) was established in 2004 for a period of five years.[3] The Agency was established with the main goal of “ensuring a high and effective level of network and information security within the Community, (..) in order to develop a culture of network and information security for the benefit of the citizens, consumers, enterprises and public sector organisations of the European Union, thus contributing to the smooth functioning of the internal market”.
Om de Gemeenschap, de lidstaten en uiteindelijk ook het bedrijfsleven beter in staat te stellen problemen op het gebied van netwerk- en informatieveiligheid te voorkomen, bestrijden en op te lossen, is in 2004 het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA) opgericht voor een periode van vijf jaar[3]. Het hoofddoel van dit agentschap is "te zorgen voor een hoog en doeltreffend niveau van netwerk- en informatiebeveiliging in de Gemeenschap en (.) een cultuur van netwerk- en informatiebeveiliging ten behoeve van de burgers, consumenten, bedrijven en publieke organen in de Europese Unie tot stand te brengen en op die manier bij te dragen tot de goede werking van de interne markt".

The Agency is also entrusted with enhancing cooperation between those involved in the area of network and information security, providing assistance to the Commission and the Member States in their dialogue with industry to address security-related problems in hardware and software products and contributing to Community efforts to cooperate with third States and, where appropriate, with international organisations to promote a common global approach to network and information security issues, thereby contributing to the development of a culture of network and information security.[10]
Daarnaast moet het de Commissie en de lidstaten steunen bij het overleg met de industrie over de oplossing van problemen met de veiligheid van hardware- en softwareproducten en bijdragen aan de samenwerking tussen de Gemeenschap en derde landen en, waar zinvol, ook met internationale organisaties om een wereldwijde aanpak van netwerk- en informatiebeveiligingskwesties te promoten om zo een cultuur van netwerk- en informatiebeveiliging tot stand helpen te brengen[10].

2. A CSD shall maintain appropriate IT tools that ensure a high degree of security and operational reliability, and have adequate capacity. IT tools shall adequately deal with the complexity, variety and type of services and activities performed so as to ensure high standards of security, the integrity and confidentiality of the information maintained.

The resilience and stability of network and information systems is therefore essential to the smooth functioning of the internal market and is vital to the internal as well as external security of the EU. The need to improve network and information security should be, therefore, duly highlighted in the Union's Internal Security Strategy and the European Security Strategy, particularly in view of the future revision of those documents.
De veerkracht en stabiliteit van netwerk- en informatiesystemen is daarom essentieel voor de soepele werking van de eengemaakte markt en van primair belang voor zowel de interne als externe veiligheid van de EU. In de interneveiligheidsstrategie van de Unie en de Europese veiligheidsstrategie moet de noodzaak om netwerk- en informatiebeveiliging te verbeteren derhalve terdege worden benadrukt, met name met het oog op de toekomstige herziening van deze documenten.

The data will moreover help specialised bodies and agencies such as Member States' CERTs, agencies such as Europol and the European Network and Information Security Agency to better assess the extent of cybercrime and the state of network and information security in the Union and to support Member States in the adoption of responses to information security incidents. Better knowledge about present and future risks will help reach more appropriate decisions on deterring, combating or limiting the damage caused by attacks against information systems.

There is a need for closer cooperation at global level to improve security standards, improve information, and promote a common global approach to network and information security issues, thereby contributing to the development of a culture of network and information security.

The Agency's aim is to create a common understanding of issues relating to information security with a view to ensuring the availability and security of networks and information systems in the EU. The Commission rightly points to the increasing concern to society posed by the security of computing and networking, which are in the course of becoming utilities, much in the same way as water or electricity supply.
Het Europees Agentschap voor netwerk- en informatiebeveiliging is bedoeld om te komen tot gemeenschappelijke inzichten ten aanzien van problemen met betrekking tot de beveiliging van netwerken en informatiesystemen in de EU. De Commissie wijst terecht op de toenemende zorgen in de samenleving over de beveiliging van computers en netwerken, die uitgroeien tot nutsvoorzieningen zoals de water- en stroomvoorziening.

3. Without prejudice to the adequate information of investors, where, exceptionally, certain information required by implementing measures referred to in Article 7(1) to be included in a prospectus is inappropriate to the issuer's sphere of activity or to the legal form of the issuer or to the securities to which the prospectus relates, the prospectus shall contain information equivalent to the required information. If there is no such information, this requirement shall not apply.
3. In de uitzonderlijke gevallen dat bepaalde gegevens die krachtens de in artikel 7, lid 1, bedoelde uitvoeringsmaatregelen in het prospectus moeten worden vermeld, niet aansluiten bij de activiteiten of de rechtsvorm van de uitgevende instelling of bij de effecten waarop het prospectus betrekking heeft, bevat het prospectus, zonder afbreuk te doen aan de adequate informatieverstrekking aan beleggers, gegevens die gelijkwaardig zijn aan de vereiste gegevens.
