The IAEA together with the World Health Organisation, the Food and Agricultural Organisation, the International Labour Organisation, the Nuclear Energy Agency of the Organisation for Economic Cooperation and Development, and the Pan-American Health Organisation have revised the International Basic Safety Standards in the light of the ICRP's new Publication 103, and the Commission has informed the IAEA of its decision of 6 August 2012 to co-sponsor that document on behalf of the European Atomic Energy Community.

17. Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;
17. doet de aanbeveling dat de EU internationale inspanningen voor de ontwikkeling van de hoogste veiligheidsnormen steunt die strikt moeten worden toegepast, gelijke tred moeten houden met de wetenschappelijke vooruitgang, en de legitieme bezwaren van de burgers moeten weerspiegelen; beklemtoont in dit verband de rol van de EU in het nabuurschapsbeleid als instrument voor samenwerking op het gebied van nucleaire veiligheid; dringt er bij de lidstaten en de Commissie op aan zich gezamenlijk te verplichten tot verscherping van de internationale nucleaire veiligheidsnormen en tot de adequate toepassing daarvan, in nauwe samenwerking met het IAEA, het secretariaat van het Espoo-Verdrag en andere relevante internationale organisaties; verzoekt de Commissie het post-Fukushima actieplan van het IAEA te steunen en een integraal actieplan met concrete afspraken voor de uitvoering daarvan in te dienen; dringt er bij de Commissie en de lidstaten op aan in coöperatie met het IAEA constructief samen te werken met landen die geen transparante „stresstests” voor nucleaire veiligheid hebben uitgevoerd, zoals Belarus, Rusland en Turkije, en dringt er bij deze landen op aan de internationale veiligheidsnormen in acht te nemen en tijdens alle stadia van de voorbereiding, bouw, exploitatie en ontmanteling van kerncentrales samen te werken met internationale deskundigen; is in dit verband van mening dat de EU ten volle gebruik moet maken van de bij internationale organisaties en instanties aanwezige expertise;

H. whereas the IAEA report of 8 November 2011 cites that Iran continues: activities at its nuclear facilities which are contrary to the IAEA Board of Governors resolutions; enrichment related activities – contrary to the IAEA resolutions – including the building of a greatly increased number of centrifuge cascades at different locations and rising the enrichment rate to 20%, undeclared work on heavy water related projects – contrary to the UN Security Council and IAEA resolutions – work on uranium conversion and fuel production (contravening IAEA resolutions), to fail to apply the IAEA's Additional Protocol allowing the agency to assurance the absent of undeclared nuclear material and to fail to reply to IAEA's request for new information on enrichment activities and other nuclear developments;
H. overwegende dat Iran volgens het IAEA-verslag van 8 november 2011 doorgaat met: activiteiten in zijn nucleaire installaties die in strijd zijn met de resoluties van de raad van bestuur van het IAEA; op verrijking gerichte werkzaamheden – tegen de IAEA-resoluties in – waaronder de bouw van een aanzienlijk groter aantal centrifuge-cascades op verschillende lokaties en verhoging van de verrijkingsgraad tot 20%, niet-gemelde werkzaamhden aan zwaar waterprojecten – in strijd met de resoluties van de VN-Veiligheidsraad respectievelijk het IAEA –, werken aan uraniumverrijking en brandstofproductie (in strijd met IAEA-resoluties), nalaten uitvoering te geven aan het aanvullend protocol van het IAEA dat het agentschap in staat moet stellen zich te vergewissen van afwezigheid van niet-gemeld nucleair materiaal, en negeren van de verzoeken van het IAEA om nieuwe informatie over verrijkingsactiviteiten en andere nucleaire ontwikkelingen;

The annual conference of the IAEA is due to be held in Vienna in September 2006 together with a special event on assurances of nuclear supply and non-proliferation of nuclear weapons within the framework of which a number of IAEA Member States have submitted proposals to create a safe global nuclear fuel cycle under the aegis of the IAEA (including the United States with its Global Nuclear Energy Partnership, Russia, France, Germany, the Netherlands and the United Kingdom). The responsibilities of EURATOM include nuclear assurances based on IAEA guarantees and within the framework of trilateral agreements between Member States, the Community and the IAEA.
In september 2006 zal in Wenen de jaarlijkse algemene vergadering van de IAEA plaatsvinden alsook een speciale manifestatie in verband met de beveiliging bij de levering van nucleaire brandstof en de non-proliferatie van kernwapens. 4. Urges Iran to grant the IAEA full access to all premises and to fully implement all transparency measures, as requested by the IAEA, so that the IAEA can clarify all the issues relating to Iran's nuclear program; expresses its concern at the evidence that Iran is in possession of a document on the production of uranium metal hemispheres, and requests that Iran keep this document under IAEA seal and provide a full copy of it to the IAEA;
4. dringt er bij Iran op aan het IAEA volledige toegang te verlenen tot alle installaties en alle transparantiemaatregelen volledig ten uitvoer te leggen, zoals gevraagd door het IAEA, ten einde het IAEA in staat te stellen alle kwesties in verband met het kernprogramma van Iran op te helderen; maakt zich zorgen over het bewijs dat Iran in het bezit is van een document over de productie van halve bollen van uraniummetaal en verzoekt Iran dit document onder IAEA-verzegeling te houden en een volledige kopie aan het IAEA te doen toekomen;

Expresses serious concern that the IAEA is not yet in a position to clarify some important issues relating to Iran's nuclear programme; deplores the fact that Iran did not meet the IAEA's requests for closer cooperation; calls on Iran to extend full and prompt cooperation to the IAEA, which its Director General deems indispensable and overdue, and in particular to help the IAEA clarify possible activities which could have a military nuclear dimension;
