The proposal addresses on-line government and administration services, services for the disabled and the elderly, health services, services for education and culture, generic services, and the interconnection and interoperability of networks.

(28) It is considered necessary to ensure the continued application of the existing provisions relating to the minimum set of leased line services in Community telecommunications legislation, in particular in Council Directive 92/44/EEC of 5 June 1992 on the application of open network provision to leased lines(6), until such time as national regulatory authorities determine, in accordance with the market analysis procedures laid down in Directive 2002/21/EC of the European Parliament and of the Council of 7 March 2002 on a common regulatory framework for electronic communications networks and services (Framework Directive)(7), that such provisions are no longer needed because a sufficiently competitive market has developed in their territory.
(28) Het wordt noodzakelijk geacht om ook de verdere toepassing van de bestaande bepalingen ten aanzien van een minimumpakket van huurlijndiensten in de communautaire telecommunicatiewetgeving, met name Richtlijn 92/44/EEG van de Raad van 5 juni 1992 betreffende de toepassing van Open Network Provision op huurlijnen(6), te waarborgen totdat de nationale regelgevende instanties overeenkomstig de procedures voor marktanalyse als vervat in Richtlijn 2002/21/EG van het Europees Parlement en de Raad van 7 maart 2002 inzake een gemeenschappelijk regelgevingskader voor elektronische communicatienetwerken en -diensten (Kaderrichtlijn)(7) besluiten dat dergelijke bepalingen niet langer nodig zijn omdat op hun grondgebied een in voldoende mate concurrerende markt tot stand is gekomen.
