For the purposes of the European Platform against Poverty and Social Exclusion, the European Social Fund and the European Regional Development Fund are of particular relevance, but also to the European Agricultural Fund for Rural Development and other components of the community budget have an important role to play.
Met het oog op het Europees platform tegen armoede en sociale uitsluiting zijn het Europees Sociaal Fonds en het Europees Fonds voor Regionale Ontwikkeling van bijzonder belang, maar ook aan het Europees Landbouwfonds voor Plattelandsontwikkeling en aan andere onderdelen van de communautaire begroting komt een belangrijke rol toe.

106. Stresses that strength in engineering and information technology improves resilience in employment; calls on the Member States with the support of the Commission to consider setting national targets to increase the number of students studying STEM subjects; believes that the creation of national, regional and European STEM platforms to exchange best practice between regions, universities and industry could be beneficial in setting STEM targets; also considers that, if established, European platforms could be important in providing coordination and cooperation for national platforms at European level; highlights that basic ICT skills should also be fostered in schools and vocational training programmes in this context;
106. benadrukt dat goede vaardigheden op het gebied van ingenieurswetenschappen en informatietechnologie de veerkracht op de arbeidsmarkt verhogen; verzoekt de lidstaten met steun van de Commissie te overwegen nationale doelstellingen vast te stellen om het aantal studenten dat een bètastudie volgt, te verhogen; is van mening dat de instelling van nationale, regionale en Europese platforms voor bèta-opleidingen ten behoeve van de uitwisseling van beste praktijken tussen regio’s, universiteiten en de industrie bevorderlijk kan zijn voor de vaststelling van doelstellingen met betrekking tot bèta-opleidingen; is voorts van mening dat Europese platforms, indien deze worden opgericht, een belangrijke rol kunnen vervullen door te zorgen voor coördinatie en samenwerking tussen de nationale platforms op Europees niveau; benadrukt dat in dit verband basisvaardigheden op het gebied van ICT ook moeten worden bevorderd op scholen en in het beroepsonderwijs;

17. Takes note that, in the draft budget 2012, the European Commission has estimated the increase for the European Platform against Poverty flagship initiative at 3,3 %, as compared to last year; asks the Commission to provide further explanation on the contribution of the European Social Fund (ESF) to this flagship initiative and on specific measures addressing priorities such as the fight against poverty among children, women, elderly people and migrant workers, and the prevention of early school leaving; in this context, regrets the lack of clarity and the overlapping of the different instruments and budgetary lines via which the Europe 2020 targets are to be achieved through the EU budget;
17. neemt kennis van het feit dat de Commissie in de ontwerpbegroting 2012 voor het kerninitiatief „Europees platform tegen armoede en sociale uitsluiting” een verhoging van 3,3% heeft geraamd ten opzichte van het vorige jaar; verzoekt de Commissie om een nadere toelichting op de bijdrage van het Europees Sociaal Fonds (ESF) aan dit kerninitiatief en op specifieke maatregelen ten aanzien van prioriteiten als het bestrijden van armoede onder kinderen, vrouwen, ouderen en migrerende werknemers alsmede het voorkomen van schooluitval; betreurt in deze context het gebrek aan duidelijkheid en de overlapping van de diverse instrumenten en begrotingslijnen waarmee de Europa 2020-doelstellingen via de EU-begroting moeten worden gerealiseerd;

– having regard to the opinion of the Social Protection Committee of 15 February 2011 entitled ‘The European Platform against Poverty and Social Exclusion: Flagship Initiative of the Europe 2020 Strategy’ ,

4. Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;
4. erkent dat de Roma-bevolking, die al eeuwen deel van ons gemeenschappelijk erfgoed uitmaakt en de grootste etnische minderheid in de EU is, in tijden dat de bevolkingssamenstelling verandert en zich andere processen afspelen die voor de EU als geheel gevolgen hebben, via hoogwaardig onderwijs, behoorlijke huisvesting en kansen op werk geprikkeld moet worden om ten volle haar plaats op de werkplek in te nemen en bij te dragen tot intelligente, duurzame en geïntegreerde economische ontwikkeling overeenkomstig de EU 2020-strategie, met name het initiatief "Europees platform tegen armoede"; is van mening dat sociale integratie een voorwaarde is voor het halen van de doelstellingen van de EU 2020-strategie; verzoekt de lidstaten en de plaatselijke en regionale overheden dan ook hun inspanningen op te voeren door intensivering van hun daadwerkelijke strategieën voor het aanpakken van de specifieke omstandigheden (bittere armoede, gebrek aan onderwijs en toegang tot sociale diensten, gebrekkige gezondheidsomstandigheden, ontbreken van documenten van de burgerlijke stand, aparte en benedenmaatse huisvesting, lage arbeidsparticipatie) van randgemeenschappen, als dwingende voorwaarde ter bestrijding van de maatschappelijke uitsluiting van Roma en bij te dragen tot verdere integratie in de lidstaten; benadrukt dat een geslaagd beleid een combinatie is van benaderingen waarbij rekening wordt gehouden met sociale, economische en culturele factoren;
