G. whereas the blockade on the movement of people and goods and the internal insecurity are considerably obstructing the operations of the European Communities Humanitarian Office (ECHO), the UN agencies, the Red Cross and the Red Crescent, and other humanitarian organisations providing aid and assistance to people living in the Gaza Strip; whereas the Commission, the UNDP, the UNRWA and the World Bank have suspended several infrastructure projects due to the inability to import raw materials; whereas these humanitarian offices, agencies and organisations are continuing their activities despite all the obstacles; stressing the need to fulfil the financial commitments related to these activities made by the EU and its Member States,

J. whereas from 1994 to 2006 the Commission has provided about EUR 2 300 million to the Palestinian people, including support for Palestinian refugees via UNRWA, humanitarian assistance through the European Community Humanitarian Office (ECHO), food security, Middle East Peace Process actions, and support for health, education and institution building,

As soon as the Office has received a notification of an international registration designating the European Community, the Office shall transmit a copy thereof to the central industrial property office of each Member State which has informed the Office of its decision to operate a search in its own register of trade marks as provided for in Article 38(2).

At operational level, monitoring and coordination of commitments given in connection with humanitarian aid are the responsibility of the European Community Humanitarian Office (ECHO) using, firstly, a networked system (known as the 14-point system) which enables the financing decisions taken by the Member States to be entered directly and, secondly, regular reports relating to the financing decisions taken by the Community as a whole.
