After a comprehensive review, it has been concluded that the values recommended in IAEA publication Application of the Concepts of Exclusion, Exemption and Clearance (16) can be used both as default exemption values, replacing the activity concentration values laid down in Annex I to Directive 96/29/Euratom, and as general clearance levels, replacing the values recommended by the Commission in Radiation Protection No 122 (17).

In accordance with Regulation (EEC, Euratom) No 1182/71 of the Council (7), any period of time referred to in Directive 2002/21/EC or in this Recommendation will be calculated as follows:
