Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The aim of the Enforcement Directive (Directive 2014/67/EU) is to improve the implementation and application in practice of the Directive on the posting of workers (Directive 96/71/EC), thereby guaranteeing better protection of posted workers and a more transparent and predictable legal framework for service providers.

Your Rapporteur has proposed additional text to underline the objectives of 96/71/EC, focussing on no discrimination between employees on the basis of nationality, and stressing that the proposed enforcement Directive should respect the principles laid down in 96/71/EC while improving enforcement and effectively sanctioning circumvention.

For the purpose of enforcing Directive 96/71/EC, in the circumstances referred to in Article 3(1) and (2) and Article 9(1), the Member State of establishment of the service provider shall assist the host Member State to ensure full compliance with the conditions applicable under Directive 96/71/EC and this Directive.

Met het oog op het handhaven van Richtlijn 96/71/EG verleent de lidstaat van vestiging van de dienstverrichter onder de in artikel 3, leden 1 en 2, en artikel 9, lid 1, vermelde omstandigheden bijstand aan de ontvangende lidstaat om de volledige naleving van de voorwaarden van Richtlijn 96/71/EG en deze richtlijn te waarborgen.

The IPR Enforcement Directive[5] is one of the cornerstones of this. It has harmonised the laws of Member States with regard to civil measures for the enforcement of all IPR and a proposal on criminal sanctions is currently under discussion in the Council[6].
