A standardised admission procedure should take place prior to the admission, and should be a collaborative effort between Member States, Turkey, the UNHCR, and the European Asylum Support Office (EASO).

On 15 July 2015, Commissioner Avramopoulos sent a roadmap to Member States for the implementation of the hotspots to provide operational support for Italy and Greece, drafted jointly with the Member States and with Frontex, EASO, Europol and Eurojust.

Where the Commission establishes, on the basis of EASO’s analysis, that the implementation of the preventive action plan has not remedied the deficiencies identified or where there is a serious risk that the asylum situation in the Member State concerned develops into a crisis which is unlikely to be remedied by a preventive action plan, the Commission, in cooperation with EASO as applicable, may request the Member State concerned to draw up a crisis management action plan and, where necessary, revisions thereof.
3. Wanneer de Commissie op basis van de analyse van het EASO constateert dat de uitvoering van het preventieve actieplan de gesignaleerde tekortkomingen niet verholpen heeft, of wanneer er een ernstig risico bestaat dat de asielsituatie in de betrokken lidstaat uitmondt in een crisis, die waarschijnlijk niet met een preventief actieplan kan worden verholpen, kan de Commissie, indien van toepassing in samenwerking met het EASO, de betrokken lidstaat verzoeken een actieplan voor crisisbeheersing op te stellen en dat zo nodig te herzien.

1. Where, on the basis of, in particular, the information gathered by EASO pursuant to Regulation (EU) No 439/2010, the Commission establishes that the application of this Regulation may be jeopardised due either to a substantiated risk of particular pressure being placed on a Member State’s asylum system and/or to problems in the functioning of the asylum system of a Member State, it shall, in cooperation with EASO, make recommendations to that Member State, inviting it to draw up a preventive action plan.

Indien de Commissie, in het bijzonder op basis van de door de op grond van Verordening (EU) nr. 439/2010 door het EASO vergaarde informatie, constateert dat de toepassing van deze verordening in gevaar kan komen hetzij door een kennelijk risico van bijzondere druk op het asielstelsel van een lidstaat en/of doordat er zich problemen voordoen in de werking van het asielstelsel van een lidstaat, richt de Commissie in samenwerking met het EASO aanbevelingen aan die lidstaat waarin zij hem verzoekt een preventief actieplan op te stellen.
