2. Member States shall communicate to the Commission the text of the main provisions of national law which they adopt in the field covered by this Directive and a table indicating the correlation between those provisions and this Directive.

With regard to groundwater protection measures, it will be the Member States' responsibility to choose their priorities and projects’ as a new Recital; introduction of a new review clause requiring the Commission to review Annexes I and II of the Directive in 2013 and every six years thereafter and, if appropriate, to come forward with legislative proposals under the codecision procedure to amend the Annexes; adaptation of comitology arrangements so that the list of pollutants and their indicators for which Member States have to consider establishing threshold values can now be removed only by codecision; deletion of a comment in the table in Annex I (‘Groundwater Quality Standards’) stating - in relation to the setting of 50 mg/l as the quality standard for the pollutant ‘Nitrates’ - that for activities falling within the scope of the Nitrates Directive (Directive 91/676/EEC), programmes and measures required in relation to this value of 50 mg/l will be in accordance with the Nitrates Directive; insertion of a new sentence making it clear that the starting point for trend reversal measures may be set higher than 75% - but only if the rate of increase and the reversibility of the trend are such that the starting point would still enable such measures to prevent most cost-effectively, or at least mitigate as far as possible, any environmentally significant detrimental changes in groundwater quality (already in common position text) and if such a starting point would not lead to any delay in achieving the deadline for the environmental objectives (new provision introduced as part of the conciliation); introduction of a new phrase at the end of point 1, subparagraph 2 of Annex IV, Part B (‘Starting Points for Trend Reversals’) to emphasise the importance of adhering to the Groundwater Directive’s environmental objectives for water protection as follows: “For activities falling within the scope of Directive 91/676/EEC, the starting point for implementing measures t ...
