On 8 November 2001, the ECB adopted Decision ECB/2001/11 on certain conditions regarding access to the Counterfeiting Monitoring System (CMS) , which is the ECB-managed system, containing technical and statistical information on counterfeiting of euro banknotes and coins, whether originating in Member States or in third countries; that Decision refers to entering into an agreement between the Parties in connection with the access of Europol to the CMS.

All the interested parties - above all, the holders of intellectual property rights - must be involved in the implementation of this action plan. The aim of the plan is to supplement, for the single market, existing measures for checking counterfeit and pirated goods at the external borders of the EU (Regulation No 3295/94 amended) and the initiatives on combating counterfeiting and piracy in connection with relations with non-member countries and multilateral agreements (particularly the Agreement on trade-related aspects of intellectual property rights, TRIPS, concluded under the aegis of the World Trade Organisation [1]).
Alle betrokken partijen, en in de eerste plaats de houders van intellectuele-eigendomsrechten, zullen worden betrokken bij de uitvoering van dit actieprogramma waarmee wordt beoogd om ten behoeve van de interne markt de bestaande maatregelen ten aanzien van de controle op namaak en piraterij aan de buitengrenzen van de EU (Verordening nr. 3295/94 zoals gewijzigd) en de initiatieven die in het kader van de betrekkingen met derde landen en van multilaterale overeenkomsten (met name de Overeenkomst inzake de handelsaspecten van de intellectuele eigendom, TRIP's, gesloten in het kader van de Wereldhandelsorganisatie [1]) zijn ontplooid, aan te vullen.
