In the light of the new powers of EUROCONTROL and their interference with those of the Community in several fields, the Council of the European Union decided on 20 July 1998 that the best way to exercise Community competence in the field of ATM was for the Community to join EUROCONTROL so as to enhance its role as the single ATM policy-maker in Europe.
