Without prejudice to paragraphs 1 and 2 of this Article, and subject to the entry into force of the implementing measures adopted pursuant to Article 12(1), if a manufacturer so requests, national authorities may not, on grounds relating to hydrogen propulsion, refuse to grant EC type-approval, or national type-approval, for a new type of vehicle or EC type-approval or national type approval for a new type of hydrogen component or system, or prohibit the registration, sale or entry into service of a new vehicle or prohibit the sale or entry into service of a new hydrogen component or system, where the vehicle, component or system concerned complies with the requirements set out in this Regulation and its implementing measures.
3. Onverminderd de punten 1 en 2 van dit artikel en afhankelijk van de inwerkingtreding van de krachtens artikel 12, lid 1, genomen uitvoeringsmaatregelen mogen de nationale autoriteiten, als een fabrikant daarom verzoekt, om redenen die verband houden met waterstofaandrijving, niet weigeren EG-typegoedkeuring of nationale typegoedkeuring te verlenen voor een nieuw voertuigtype of EG-typegoedkeuring of nationale typegoedkeuring voor een nieuw type waterstofsysteem of onderdeel daarvan en mogen zij de registratie, de verkoop of de ingebruikneming van een nieuw waterstofsysteem of onderdeel daarvan niet verbieden, indien dat voertuig, systeem of onderdeel aan de voorschriften van deze verordening en haar uitvoeringsbepalingen voldoet.

With effect from the date set out in the second paragraph of Article 15, the national authorities shall refuse to grant EC type-approval or national type-approval in respect of new types of vehicles on grounds relating to hydrogen propulsion, or to grant EC component type-approval or national type-approval in respect of new types of hydrogen components or systems, which do not comply with the requirements set out in this Regulation and its implementing measures.

Met ingang van de datum in artikel 15, tweede alinea, weigeren de nationale autoriteiten, om redenen die verband houden met waterstofaandrijving, EG-typegoedkeuring of nationale typegoedkeuring te verlenen voor nieuwe voertuigtypen en nieuwe typen waterstofsystemen of onderdelen daarvan die niet aan de voorschriften van deze verordening en haar uitvoeringsbepalingen voldoen.

With effect from the date set out in the second paragraph of Article 15, the national authorities shall refuse, to grant EC type-approval or national type-approval in respect of new types of vehicles on grounds relating to hydrogen propulsion or, to grant EC component type-approval or national type-approval in respect of new types of hydrogen components or systems, which do not comply with the requirements set out in this Regulation.

3. Where the separate technical unit or component to be type-approved performs its function or displays a specific characteristic only in conjunction with other components of the vehicle and for this reason compliance with one or more requirements can be verified only when that separate technical unit or component to be approved functions in conjunction with other vehicle components whether real or simulated, the scope of the type-approval of that separate technical unit or component must be restricted accordingly.
3. Wanneer een goed te keuren technische eenheid of onderdeel zijn functie slechts vervult of een bijzonder kenmerk slechts vertoont in combinatie met andere onderdelen van het voertuig en derhalve de overeenstemming met een of meer voorschriften slechts kan worden gecontroleerd indien die technische eenheid of dat onderdeel samen met andere, echte of gesimuleerde, onderdelen van het voertuig functioneert, moet de draagwijdte van de typegoedkeuring van die technische eenheid of dat onderdeel dienovereenkomstig worden beperkt.

They shall be accompanied by an information document, a model of which, for vehicle type-approval purposes, is set out in Annex II and, for type-approval purposes of systems, separate technical units or components, is contained in an annex or appendix to the relevant system, separate technical unit or component directive, and also by the other documents referred to in the information document. Applications for a given type of vehicle, system, separate technical unit or component may be submitted to one Member State only.
