(52 ) Routine statistics as well as complementary data on cross-border healthcare are required for efficient monitoring, planning and management of healthcare in general and cross-border healthcare in particular, and their production should be integrated as far as possible within existing data collection systems to enable appropriate monitoring and planning to take account of cross-border care, including appropriate structures at Community level such as the Community statistical system and in particular Regulation (EC) No 1338/2008 of the European Parliament and of the Council of 16 December 2008 on Community statistics on public health and health and safety at work , the health information system established within the framework of the health programme established by Decision No 1786/2002/EC of the European Parliament and of the Council of 23 September 2002 adopting a programme of Community action in the field of public health (2003-2008) and other monitoring activities such as those carried out by the European Centre for Disease Prevention and Control established by Regulation (EC) No 851/2004 of the European Parliament and of the Council of 21 April 2004 establishing a European centre for disease prevention and control .

We will make the following changes to the contents of this regulation proposal. We will redefine the European statistical system and fix its activities within Community law. We will define the role of the national statistical offices within the European statistical system, while at the same time ensuring that the subsidiarity principle continues to be fully applied in the Member States, as is prescribed, and we will strive for reference to the European Statistics Code of Practice and its entrenchment in Community law.

(d) coordination: to assure regular communication between the Commission services as policy users of Community statistics and the suppliers within a developing Community statistical system upon whom the provision of data depends;

(3) Whereas, to ensure the feasibility, coherence and comparability of Community statistics, collaboration and coordination must be reinforced between those authorities which contribute to the production of such information at both national and Community level; whereas the provisions of this Regulation contribute to the development of a Community statistical system;
(3) Overwegende dat om de uitvoerbaarheid, samenhang en vergelijkbaarheid van de communautaire statistieken te garanderen, de samenwerking en de coördinatie van de activiteiten moeten worden versterkt van de instanties die op nationaal en communautair niveau bijdragen aan de productie van deze informatie; dat het bepaalde in deze verordening bijdraagt tot de ontwikkeling van een communautair statistisch systeem;
