Community migration policy: The Commission has formulated the main components of a common policy on migration and asylum in two general communications and in individual proposals, which cover the following areas:

The purpose of the document is threefold: firstly, to put the migration issue back in its broader context, taking account of the driving forces of international migration, the specific case of people in need of protection and the effects of international migration on developing countries; secondly, to give an overview of the Community migration policy and how migration issues are being integrated in Community external cooperation programmes and policies; thirdly, to indicate the possible policy developments that could improve the Community contribution to a better management of migratory flows, including the curbing of illegal migration.

Secondly, it gives an overview of the Community migration policy and how migration issues are being integrated in Community external cooperation programmes and policies.
Ten tweede wordt een overzicht gegeven van het migratiebeleid van de gemeenschap en uiteengezet hoe migratie wordt geïntegreerd in de programma's en het beleid van de Gemeenschap voor buitenlandse samenwerking.

Existing policies in these fields contribute to reaching the objectives of the Community migration policy and should therefore - where possible - be strengthened.
Het huidige beleid op deze gebieden draagt bij tot de verwezenlijking van de doelstellingen van het migratiebeleid van de Gemeenschap en dient derhalve, waar mogelijk, te worden versterkt.

It goes without saying that the rapid adoption of the Commission proposals, an adoption which falls within the responsibility of the Council and its the Member States, would encourage the consolidation of the Community Migration Policy and would consequently contribute to making the position of the Community in this field more clear to third countries.

The existence of transitional periods for opening up labour markets to citizens of the new Member States, and of selective lifting of these arrangements by opening the labour markets only to highly skilled workers seriously disrupts all moves towards a Community migration policy for citizens of third countries.
Het bestaan van overgangsperioden voor het openstellen van de arbeidsmarkt voor burgers van de nieuwe lidstaten en van selectieve opheffing van deze regelingen door de arbeidsmarkten alleen open te stellen voor hoogopgeleide werknemers vormt een ernstige verstoring van alle stappen in de richting van een communautair migratiebeleid voor burgers van derde landen.

Welcomes the fact that, in its communication on a Community immigration policy, the Commission is making a first attempt to discuss the complex issue of migration as a whole and, in so doing, to highlight migration on economic grounds and to propose the properly managed reception of migrant workers in accordance with the Member States’ requirements and capacities;
