On the basis of the Amsterdam Treaty and the priorities set out by the Tampere European Council, a Community policy on migration and asylum is gradually being put in place.

Community migration policy: The Commission has formulated the main components of a common policy on migration and asylum in two general communications and in individual proposals, which cover the following areas:

To ensure coherence between the Community development and migration policy it is necessary to assess systematically the relationship between migration issues and the priority sectors and cross-cutting concerns of EU development policy, and to identify actions where appropriate.

On 4 May 2011, the Commission adopted a Communication on Migration which details the components of a wide ranging policy on migration, addresses the current crisis in the Southern Mediterranean and looks at migration and asylum issues in the longer term as well (IP/11/532 and MEMO/11/273).

The European Parliament in its resolution of 6 November 2003 on the abovementioned Communication from the Commission noted that legislation was required to ensure the production of comprehensive statistics necessary for the development of fair and effective Community policies on migration.

The Council also held an orientation debate on the effectiveness of financial resources available at Community level for the implementation of Community's policy on asylum and migration (Part II of the Commission communication on integrating migration issues in the European Union's relations with third countries) (doc. 15284/02).

COHERENCE BETWEEN DIFFERENT COMMUNITY POLICIES In response to a request from the Danish Minister to the Commission to continue work on the coherence between the different Community policies, Commissioner PINHEIRO stated the Commission's readiness to look into specific cases in which problems of coherence have arisen and to inform the Council appropriately; he mentioned the areas of fisheries and migration as possible subjects for pertinent reports in the coming months.

The Council adopted a Regulation establishing common rules for the collection and compilation of Community statistics on migration and international protection with a view to contributing to the development of effective EU policies on migration (3609/07 + 10010/07 ADD1).
