Emphasises that the Union will be able to be competitive in the face of global competition only if its cohesion policy can fully exploit the development potential of all the regions, urban areas and cities and allow a sufficiently flexible regional response to be made to the challenges and bottlenecks identified by the Europe 2020 strategy; underlines in this connection that targeting Structural Fund resources in a broad territorial approach must also serve to compensate for structural weaknesses in the stronger regions; stresses, however, that cohesion policy is not merely an implementing tool for Europe 2020 and that a continued focus on the core principles of cohesion policy will have the added value of sustaining the achievements of Europe 2020 even after the strategy has come to an end;

24. Strongly urges the Commission to proceed with the publication of a White Paper on territorial cohesion, following the end of its consultation process; believes that a White Paper would be instrumental in clearly defining and consolidating the notion of territorial cohesion and its added value for cohesion policy, and would propose concrete provisions and policy actions in order to help solve the growing problems that EU regions are facing, which should subsequently be introduced in the post-2013 legislative package on Structural Funds and the related financial framework; believes that an initial statement on possible budgetary and financial implications of territorial cohesion should also be included in such a White Paper;
24. dringt er bij de Commissie met klem op aan een witboek te publiceren over territoriale cohesie, als vervolg op de afsluiting van de openbare raadpleging; meent dat een witboek een nuttig instrument is om het begrip territoriale cohesie en de toegevoegde waarde ervan voor het cohesiebeleid duidelijk te definiëren en te consolideren en concrete maatregelen en beleidsacties voor te stellen als bijdrage voor het oplossen van het toenemend aantal problemen waarmee de EU-regio's worden geconfronteerd en die vervolgens opgenomen moeten worden in het wetgevingspakket over de structuurfondsen voor de periode na 2013 en het bijbehorende financieel kader; is van mening dat in een dergelijk witboek ook een beginselverklaring moet worden opgenomen over de mogelijke budgettaire en financiële implicaties van territoriale cohesie;

To that end, devoting one third of structural resources to the Cohesion Fund, as stated in the Second Cohesion Report and in the information note of November 2001, and reducing the number of items of Community assistance as far as possible are major ways of facilitating the implementation of structural measures in the period up to the end of 2006.
Het is dan ook absoluut noodzakelijk eenderde van de structurele middelen te gebruiken voor het Cohesiefonds, zoals in het tweede cohesieverslag is aangekondigd en in de voorlichtingsnota van november 2001 is voorgesteld, en het aantal maatregelen van de Gemeenschap zo klein mogelijk te houden om de uitvoering van de structuuracties tot eind 2006 te vergemakkelijken.
