The European Economic and Social Committee issued two opinions, one on the strategy for economic and social cohesion and the other on the future of cohesion policy in the context of enlargement and the transition to a learning society.

The debate launched by the Commission following the adoption of the Second Report on Economic and Social Cohesion, on the options for future cohesion policy, has continued to engage the principal parties involved in the regions, in the present and future Member States and in the EU Institutions. This second progress report presents an update of the analysis of the situation and trends emerging in the regions, along with the main topics of the debate during 2002 on the future of cohesion policy.
Het debat over de opties voor het toekomstige cohesiebeleid dat de Commissie na de aanneming van het tweede verslag over de economische en sociale cohesie op gang heeft gebracht, heeft de aandacht vastgehouden van de belangrijkste betrokken partijen in de regio's, in de huidige en de toekomstige lidstaten en in de instellingen van de EU. [4] At the Council meeting of 11 June 2001 and following discussions on the Second Report on Economic and Social Cohesion, the Commission stated that it would 'report regularly to the Council' on progress in preparing the Third Report on Cohesion and the proposals required for the continuation of cohesion policy after 2006.

It is here that the new concept of territorial cohesion comes into its own, and this is where it must take centre stage in the continuation of regional development throughout the EU alongside economic and social cohesion. Implementing this will require an integrated approach among sectorial policies, and genuine multi-level governance.
Op dit punt kan het nieuwe concept van de territoriale cohesie een waardevolle bijdrage leveren, en het moet dan ook, naast economische en sociale cohesie, een centrale plaats gaan innemen bij de verdere regionale ontwikkeling in de hele EU. Welcomes the Commission's second report on economic and social cohesion, and considers it to be a useful and necessary basis for embarking on a broader debate on post-2006 cohesion policy; regrets, however, that insufficient attention is being paid to the challenge posed by the forthcoming enlargement of the Union, particularly the impact that this challenge will have on the Union as a globally competitive and cohesive community; calls on the Commission, therefore, to continue analysing both the economic and social consequences of enlargement and the social solidarity necessary to meet this challenge; and looks forward to receiving the results of the evaluations of the 1994-1999 programmes and mid-term evaluations for the 2000-2006 programmes as key factors in determining the achievements in cohesion policies and for future priorities; asks the Commission in particular to address the disparities in progress where some regions continue to lag behind and some regions have achieved rapid improvements;

Thus, such aid must be maintained over a sufficient period.Conditions which guarantee fair competition must be strengthened, in particular through ongoing and active reduction of state aid".
