Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The Clusters initiative will assess how combined actions of the Member States and the Commission, supporting clusters and their cooperation, can help the European knowledge area to progressively structure itself as a powerful web of competitive world-class clusters that foster the competitiveness of industry and services.

H. whereas in the context of CCW the Draft Protocol (VI) on Cluster munitions only prohibits using, acquiring, stockpiling or retaining cluster munitions produced before 1 January 1980 and after a lengthy deferral period of up to 12 years, it prohibits some other cluster munitions produced on or after 1 January 1980, but with an exception for those cluster munitions possessing at least one of the following safeguards: (a) a self-destruction mechanism or a self-neutralization mechanism; (b) a self-deactivating feature; or (c) two or more initiating mechanisms, at least one of which functions as a self-destruction mechanism; whereas the Draft Protocol (VI) on Cluster munitions also provides an exception for any cluster munition that incorporates a mechanism or design which, after dispersal, results in no more than 1% unexploded ordnance across the range of intended operational environments;

Agrees with the Commission that "cluster policy" is an important part of Member States" innovation policies and calls on actors, particularly at regional and local levels, to promote clusters, as well as innovation and technology centres, in urban centres and rural areas, in such a way that a balance can be reached between different regions; encourages the Member States to promote, in their countries, the creation of "knowledge regions" and "clusters" and EU-wide and cross-border cooperation, and also to promote cooperation with experts from third countries; stresses in this context the importance of creating governance structures so as to improve cooperation between different actors in a cluster and asks for clusters to be directed also to cross-border activities, building notably on the experience of Euroregions, which possess established cross-border structures and social networks; believes that in this context EUREKA Clusters and umbrellas could be consulted and involved;
