20. Recalls the importance of a properly functioning parliament as a vital institution in the democratic system and welcomes the procedural innovations brought about by the adoption of the new Law on the National Assembly; calls for immediate abolition of the unconstitutional practice of ‘blank mandates’, which allows the political parties to control the activities of members of parliament; furthermore, calls for a halt to the arbitrary allocation of seats in the parliament; calls on the political parties to introduce appropriate provisions in line with European democratic standards at the earliest possible date, certainly within the lifetime of the present parliamentary cycle; welcomes the adoption of the new parliament's Rules of Procedure, calls for strengthening of the oversight of the government's activities and commends the formal introduction of the public hearings to this end in the Rules of Procedure; welcomes the fact that for the first time provisions allowing oversight of independent bodies have been included in the Rules of Procedure but raises concerns regarding the parliament's possible interference in the work of these bodies; calls for the drafting of new provisions in line with the recommendations of the Venice Commission that set the legal framework for these bodies to carry out their work independently;
20. wijst nogmaals op het belang van een goed functionerend parlement als vitale instelling in het democratisch bestel en is verheugd over de procedurele vernieuwingen die worden ingevoerd met de vaststelling van de nieuwe wet inzake de Nationale Vergadering; dringt aan op de onmiddellijke afschaffing van de ongrondwettige praktijk van „blanco mandaten” waardoor de politieke partijen de activiteiten van de parlementsleden kunnen controleren; dringt er verder op aan een einde te maken aan de willekeurige toewijzing van parlementszetels; dringt er bij de politieke partijen op aan zo spoedig mogelijk en in elk geval nog tijdens de huidige zittingsperiode van het parlement passende bepalingen in te voeren die in overeenstemming zijn met de Europese democratische normen; is verheugd over het nieuwe reglement van orde van het parlement, dringt aan op een strenger toezicht op de activiteiten van de regering en prijst in dit verband de formele opneming van openbare hoorzittingen in het reglement van orde; is verheugd dat voor het eerst bepalingen betreffende het toezicht op de onafhankelijke instanties in het reglement van orde zijn opgenomen, maar is bezorgd over de mogelijke inmenging van het parlement in de werkzaamheden van deze instanties; dringt erop aan om in lijn met de aanbevelingen van de Commissie van Venetië nieuwe bepalingen uit te werken tot vaststelling van een wettelijk kader voor de onafhankelijke werking van die instanties;
