10. Pending an amendment to Directive 70/156/EEC in order to include also vehicles of categories other than M1, for special purpose vehicles mentioned in Annex XI following multi-stage type-approval, Member States may grant vehicle approvals based on approval certificates granted to the manufacturer of the base/incomplete vehicle of such categories where the provisions of Annex XI allow the vehicle to fulfil the requirements applying to the category to which the base/incomplete vehicle belongs.
10. In afwachting van een wijziging van Richtlijn 70/156/EEG om daarin ook voertuigen van andere categorieën dan M1 op te nemen, mogen lidstaten, voor voertuigen voor speciale doeleinden, genoemd in bijlage XI, die een meerfasen-typegoedkeuring hebben ondergaan, voertuigtypegoedkeuring velenen op grond van de aan de fabrikant verleende goedkeuringscertificaten van het basis/incomplete voertuig van dergelijke categorieën wanneer het volgens de bepalingen van bijlage XI is toegestaan dat het voertuig voldoet aan de vereisten die op de categorie waartoe het basis/incomplete voertuig behoort, van toepassing zijn.
