IN-CONTEXT TRANSLATIONS

Unless specifically provided for in these guidelines by reference to the agriculture sector as opposed to either primary production (farmers) or processing and marketing, aid in favour of agricultural processing and marketing shall only be declared compatible with Article 87(2) or (3) of the Treaty if such aid would also be declared compatible if granted in favour of non-agricultural enterprises outside specific sectors such as transport or fishery.

For these reasons, apart from various measures that remain specific to the agriculture sector such as agri-environmental support, the Community guidelines on State aid for environmental protection shall in the future also apply to the agriculture sector.

The project aimed at supporting major reforms in Bulgarian agricultural sector covering the areas of privatization, land reforms, irrigation sector, financial instruments, agricultural subsidies and guarantees by State Fund Agriculture, forestry, wholesale markets of agricultural products etc. My participation in the project was to ensure all coordination from the part of the Bulgarian implementing agency (MAF), between the relevant stakeholders and the WB team, to ensure the internal monitoring and progress of all measures undertaken, communicate and recommend to senior management any risk areas identified that would impede the completion of negotiations in a due time.
Het project beoogde de ondersteuning van verregaande hervormingen in de Bulgaarse landbouwsector, onder meer privatiseringen, landhervormingen, de irrigatiesector, financiële instrumenten, landbouwsubsidies en garanties van het Staatslandbouwfonds, bosbouw, groothandelsmarkten voor landbouwproducten enz. Mijn aandeel in het project omvatte de volledige coördinatie voor de Bulgaarse uitvoerende instantie (Ministerie van Landbouw) tussen de belanghebbende partijen en het team van de Wereldbank.

Believes that agriculture is well placed to make a major contribution to tackling climate change, creating new jobs through green growth and supplying renewable energy; stresses that the CAP post-2013 is expected to enhance this contribution; recognises that agriculture has already substantially reduced its emissions through improved production efficiency; notes, however, that, in the longer run, the emission-reduction potential of agriculture is substantial (by 2050 the agricultural sector will be able to reduce non-CO2 emissions by between 42 % and 49 % compared to 1990-levels), but could be considered rather limited compared to other sectors; stresses that all the countries that are the main emitters must make an appropriate contribution; notes that greenhouse gas emissions reduction in the agricultural sector is a win-win-win situation as it increases farmers’ long-term economic and agronomic viability, via increased climate resilience and reduced eutrophication, and lowers the external costs of pollution for society as a whole;
1. is van mening dat de landbouw zich in een goede positie bevindt om een belangrijke bijdrage te leveren aan het aanpakken van de klimaatverandering, het creëren van nieuwe banen via groene groei en het leveren van hernieuwbare energie; benadrukt dat het GLB na het jaar -2013 die bijdrage naar verwachting zal vergroten; erkent dat de landbouw zijn emissies al aanmerkelijk heeft gereduceerd door een verbeterde productie-efficiëntie; wijst er niettemin op dat het emissiereductiepotentieel van de landbouw op langere termijn weliswaar aanzienlijk is (tegen 2050 zal de landbouwsector zijn uitstoot van andere gassen dan CO2 kunnen reduceren met 42 à 49% ten opzichte van 1990) maar in vergelijking met andere sectoren als eerder beperkt kan worden beschouwd; merkt op dat de landen met de grootste uitstoot een passende bijdrage moeten leveren; merkt op dat de vermindering van de uitstoot van broeikasgassen in de landbouwsector tot een win-winsituatie kan leiden doordat deze de economische en agronomische levensvatbaarheid van landbouwers op lange termijn verbetert dankzij een betere klimaatbestendigheid en verminderde eutrofiëring en de externe kosten van vervuiling voor de hele samenleving verlaagt;

It is essential for the competitiveness and sustainability of the EU’s agricultural sector to find new markets for the EU’s high quality goods. However, these arrangements must be to the benefit of the EU agricultural sector, and not to its detriment, as could occur with the Mercosur trade agreement.
Voor het concurrentievermogen en de duurzaamheid van de landbouwsector van de EU is het van essentieel belang om nieuwe markten te vinden voor de kwaliteitsgoederen van de EU.
