The rapporteur is also keen to specify the cases in which delegation of powers applies. While the Commission leaves itself the option of adapting to new trends by means of delegated acts, the rapporteur proposes that this adaptation option should apply only to the addition of new substances. Accordingly, no scheduled substance may be withdrawn from the Annexes without going through the codecision procedure.
