The Act of 2012 concerning the conditions of accession of the Republic of Croatia to the European Union simplified its accession to the conventions and protocols concluded by the Member States on the basis of Article 34 of the Treaty on European Union (ex Article K.3 TEU).
Bij de Akte betreffende de voorwaarden voor de toetreding van Kroatië tot de Europese Unie van 2012 is een vereenvoudigde regeling ingevoerd voor de toetreding van Kroatië tot verdragen, overeenkomsten (en protocollen) die door de lidstaten zijn gesloten op grond van artikel 34 VEU (voorheen artikel K.3 VEU).

The "Gaborone Amendment" to CITES, adopted by a special Conference of the Parties in Gaborone, Botswana, on 30 April 1983, modified Article XXI of the Convention so that access to the Convention, previously limited to States, could be opened to regional economic integration organizations constituted by sovereign States which have competence in respect of the negotiation, conclusion and implementation of international agreements in matters transferred to them by their Member States and covered by this Convention.
In eerste instantie stond de overeenkomst alleen open voor staten, maar op 30 april 1983 werd artikel XXI van de overeenkomst door een speciale, in Gaborone, Botswana, bijeengekomen conferentie van de partijen zodanig gewijzigd dat door soevereine staten opgerichte organisaties voor regionale economische integratie die door hun lidstaten zijn gemachtigd tot het onderhandelen over en het sluiten en uitvoeren van internationale overeenkomsten over zaken waarop deze overeenkomst betrekking heeft, ook tot de overeenkomst konden toetreden (de Gaborone-clausule).

On 27 September 1968, the then Member States of the European Communities, acting under Article 220, fourth indent, of the Treaty establishing the European Economic Community, concluded the Brussels Convention on Jurisdiction and the Enforcement of Judgments in Civil and Commercial Matters, subsequently amended by conventions on the accession to that Convention of new Member States (‘the 1968 Brussels Convention’).

Accession to the convention, however, does not increase protection for human rights. It is only the ideology of a United States of Europe that emerges, which we do not support, since sovereign countries, the Member States, have already signed up to the convention.

The European Union approved the accession to the Convention and to a Protocol on Matters Specific to Aircraft Equipment, adopted at the same time as the Convention, by Council Decision of 6 April 2009 and deposited the instrument of accession on 28April 2009.

After the entry into force of this Protocol, the Secretary-General of the Council shall not accept any instrument of ratification or accession to the Convention.

In accordance with Article 3(4) of the Act of Accession, the Council is to make all adjustments required by reason of accession to those conventions and protocols,

It is no longer necessary to negotiate and conclude specific protocols for accession to these conventions (which would have required ratification by the 27 States): Article 3, paragraph 3, of the Act provides simply that Bulgaria and Romania accede to the conventions and protocols by virtue of the Act of Accession.
