The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.

On the basis of the strategy endorsed by the European Council at the Luxembourg Summit in December 1998 and the financial framework agreed at the Berlin Summit in March 1999, the three pre-accession instruments - Phare, Instrument for Structural Policies for Pre-accession (ISPA) and Special Accession Programme for Agriculture and Rural Development (SAPARD) - provide annually up to EUR 3,174 million in pre-accession assistance (2000 figures) to the ten applicant countries in central and eastern Europe [2] for the 2000-6 period.

As part of the pre-accession strategy for Croatia, the Commission proposed allowing that country access to all three of the existing pre-accession instruments.

In 2005, following the accession of the 10 new Member States, Bulgaria, Romania continued to benefit from the three pre-accession instruments and following the conclusion of the June European Council in 2004, a pre-accession strategy for Croatia was also prepared; the respective regulations were subsequently amended and credits were assigned in the budget for PHARE and ISPA already in 2005 and for SAPARD starting in 2006.

As we see it, the concessions we have made in respect of the pre-accession instrument, the neighbourhood instrument and the stability instrument, and our willingness to consider a separate human rights instrument, are absolutely conditional on agreement being reached to the development cooperation and economic cooperation instrument.

Finally, it is worth noting that the Council is currently examining a set of Commission proposals with a view to improving the effectiveness of the EU external aid. One of these proposals aims at setting up a new Instrument for Pre-accession assistance (IPA) that would replace the existing pre-accession instruments from 2007 onwards.
Tot slot dient opgemerkt te worden dat de Raad momenteel een aantal voorstellen van de Commissie bestudeert met het oog op verbetering van de doeltreffendheid van externe hulp van de EU. Sapard and the other 2000-2006 pre-accession instruments have been replaced for the period 2007-2013 by the Instrument for Pre-Accession Assistance (IPA), which is the sole instrument for assisting the candidate countries and the potential candidate countries of the Western Balkans.
Het instrument SAPARD wordt evenals het geheel van de pretoetredingsinstrumenten van de genoemde periode vervangen door het instrument voor pretoetredingssteun (IAP) voor de periode 2007-2013, het enige instrument van bijstand voor de kandidaat-lidstaten en de potentiële kandidaat-lidstaten van de Westelijke Balkan.
