Notes that energy reporting obligations as part of a framework are essential to evaluate the progress and implementation of existing energy efficiency legislation; regrets, however, the excessive energy reporting obligations imposed, also by gold-plating by Member States, on businesses, energy producers, consumers and public authorities, which limit the potential for growth and innovation; stresses that reporting duties should wherever possible be simplified in order to reduce administrative burdens and costs; criticises the fact that data obtained in reporting are often not comparable across the EU due to different breakdowns, methodologies and standards; calls on the Commission to reduce, including through digital solutions, the administrative burden related to reporting obligations and to establish more guidelines on data comparability for better data evaluation; calls for aligning energy demand projections in line with cost-effective saving potential in key sectors, and believes that cutting red tape will speed up the implementation of energy efficiency measures; notes that applying the ‘energy efficiency first’ principle requires reviewing energy planning and reporting and improving policy coherence in order to ensure their mutual reinforcement, recognising that saving energy is Europe’s first and most secure source of energy; notes that energy efficiency can be the best energy ‘source’ investment, improving affordability of energy, driving down the need for additional and costly supply-side infrastructure and helping tackle climate change.

In the second paragraph you say it is your intent to appoint one or more independent observers, but then later on you say they will report to you first and then Parliament. You say “The observer(s) will report to Parliament through me”. I take it they will be reporting to you first and then to Parliament.

In all, the Commission received seventeen ex-post evaluation reports for Regulation (EC) No 950/97 (Measures for improving the efficiency of agricultural structures, under Objective 5a), twelve reports for Regulation (EC) No 951/97 (Improving the processing and marketing of agricultural products, under Objective 5a), fifty-two reports for Objective 5b measures, and eighty-two reports for the Leader II Community Initiative. Given the very large number of cases of fraud and irregularities reported ("fraud reports" and "mutual assistance reports"), the Commission had established two procedures for processing data: the first, Sample A, is a statistical processing of the "fraud reports" and the other, Sample B, a detailed examination of certain particularly difficult cases reported under the system of mutual assistance.

On 14 March the Commission adopted by written procedure the first annual report on the operation of the internal market.1 The report is a response to a request first formulated in the Sutherland report on "The internal market after 1992: Meeting the challenge" and later echoed in the Commission communication of 2 December 1992 on the operation of the Community's internal market after 1992 (follow-up to the Sutherland report), to the effect that the Commission should produce an annual progress report on the internal market.
