Considers that, if sustainably managed and more closely integrated with national economic life, the fisheries sector could provide the key to successful poverty eradication in Mauritania where more than 50% of the population live below the poverty line. Thanks to recent social reforms, those who gained employment in the fisheries sector since 1985 have been drawn mainly from the poorest segments of Mauritanian society. Ways should be explored to reconcile access for third country vessels with the maintenance (octopus fishery) or progressive development (hake fishery, etc) of a national capacity to catch and process national fisheries resources. The development of value-added fish processing activities, with very real benefits to the Mauritanian economy would be the objective, a question that should be taken into consideration in the context of the EDF programming (NIP);
10. considère que le secteur de la pêche pourrait apporter une contribution décisive à l'éradication de la pauvreté en Mauritanie – où plus de 50 % de la population vivent en dessous du seuil de pauvreté – s'il était géré de manière durable et intégrée plus étroitement à la vie économique du pays; grâce à de récentes réformes sociales, ceux qui ont obtenu un emploi dans ce secteur depuis 1985 proviennent essentiellement des couches les plus pauvres de la population; il conviendrait de chercher à réconcilier l'accès des navires des pays tiers avec le maintien (pêche au poulpe) ou le développement progressif (pêche au merlu, etc.) d'une capacité nationale de capture et de ressources nationales de traitement; l'objectif serait le développement d'activités de traitement à valeur ajoutée débouchant sur des bénéfices bien réels pour l'économie mauritanienne; cette question devrait être prise en considération dans le cadre de la programmation du FED (programme indicatif national);
