– (DE) Mr President, while I would like to start by thanking Mr Brok and Mr Stubb for their reports, I have to say, though, that the sight of the pair of them together with Mr Méndez de Vigo leads me to the conclusion that they may well – obviously – not be peas in a pod, but the result is very good, and that, with all due respect to you personally, Commissioner, I regard what emerges from these two reports as better than the report by the Commission, in that ours articulates the matter more clearly and with less ambiguity, and I do believe that the Commission should learn something from this.

The fact of having a constitution would not automatically radically transform the union of states as we know it into the federal superstate which the eurosceptics dread; it would simply give the people of the Europe under construction a clearer idea of the nature of the European Union, thereby allowing them to understand it better and identify with it.
L’existence d’une telle loi fondamentale n’engendrerait pas automatiquement une transformation radicale de l’Union d’États, telle que nous la connaissons, en un super grand État fédéral qui hante les eurosceptiques, mais permettrait uniquement aux habitants d’une Europe en construction de se faire une idée plus claire de la nature de l’Union européenne.
