It should be built on: (a) draft document ‘SOPs for the HSC Network for the risk assessment and risk management of chemical events’ prepared by the Commission with input from the Chemical, Biological and Radio Nuclear (CBRN) Section of the Health Security Committee (HSC) and which is available as part of the outcomes of the CARRA-NET initiative; (b) input provided by the ‘Chemical and Radiation Risk Assessment Network (CARRA-NET)’ project that started in October 2010 under service contract No EAHC/2010/Health/12 for the implementation of framework contract No EAHC/2009/Health/06 Lot 2 concerning multiple framework contracts with reopening of competition on external assistance concerning activities in the area of health security ‘For establishing risk assessment networks of toxic industrial chemicals and radioactive threats and risks’ — the tender was awarded to the Health Protection Agency and the results will pave the way for establishing future networks for chemicals and radioactive threats; (c) lessons learnt from the three regional table top ‘IRIDIUM’ exercises on chemical events implemented in 2011 — the three exercises have been implemented under the specific subject ‘Chemical exercises’ under the framework contract No SANCO/C3-2007-01 (8); and (d) input provided by the initiative ‘Chemical and Radiological Inventory of Medical Countermeasures (CARIMEC)’ that was launched in December 2010 under service contract No EAHC/2010/Health/17 for the implementation of framework contract No EAHC/2009/Health/06 Lot 2 concerning multiple framework contracts with reopening of competition on external assistance concerning activities in the area of health security ‘For establishing an inventory of public health measures and medical countermeasures to respond to toxic industrial chemicals and radioactive threats and risks’. 2. The points directly related to the financial framework are included in the MFF Regulation , i.e. all aspects related to the annual adjustments of the financial framework, revision of the financial framework, adjusting the financial framework to cater for enlargement, duration of the framework and consequences of the absence of a framework, annex I giving the ceilings by heading for each year of the framework.

3. If a Member State has declared, on the adoption of this Framework Decision, to have serious reasons to assume that it will not be able to comply with the provisions of this Framework Decision by the date referred to in paragraph 1, this Framework Decision shall apply as from 1 January 2014 at the latest to the recognition and enforcement of decisions, rendered in the absence of the person concerned at the trial which are issued by the competent authorities of that Member State.
3. Si un État membre a déclaré, au moment de l’adoption de la présente décision-cadre, avoir des raisons valables de supposer qu’il ne sera pas en mesure de se conformer aux dispositions de la présente décision-cadre d’ici la date indiquée au paragraphe 1, la présente décision-cadre s’applique à partir du 1er janvier 2014 au plus tard à la reconnaissance et à l’exécution des décisions rendues en l’absence de la personne concernée lors du procès par les autorités compétentes de l’État membre en question.

Without prejudice to Framework Decision 2002/584/JHA, provisions of this Framework Decision shall apply, mutatis mutandis to the extent they are compatible with provisions under that Framework Decision, to enforcement of sentences in cases where a Member State undertakes to enforce the sentence in cases pursuant to Article 4(6) of that Framework Decision, or where, acting under Article 5(3) of that Framework Decision, it has imposed the condition that the person has to be returned to serve the sentence in the Member State concerned, so as to avoid impunity of the person concerned.

The 22st framework programme largely represents a reconduction of the 21st framework programme1 but provides for some changes concerning cumulation of aid in the framework of the Joint Task programme with aid of other objectives and of other budgets.
Si le 22e programme-cadre représente pour l'essentiel une reconduction du 21e programme-cadre(1), il prévoit néanmoins certaines modifications autorisant le cumul des aides accordées dans le cadre de la Tâche d'intérêt commun avec des aides octroyées pour d'autres objectifs et sur d'autres budgets.

On the initiative of Mr Ruberti in agreement with Mr Bangemann, the Commission tabled its proposals on 16 June.1 On 6 October, to facilitate the adoption and rapid, complete and consistent implementation of the framework programme, the Commission submitted a working document setting out its intentions with regard to the scientific and technological content of the individual programmes under the framework programme.2 On 6 December the Twelve reached agreement on a percentage breakdown of the resources to be assigned to the various activities under the framework programme (see Annex).
Pour mémoire, rappelons que c'est le 16 juin dernier que, à l'initiative du Commissaire Antonio RUBERTI, et en accord avec le Commissaire Martin BANGEMANN, la Commission a mis sur la table sa proposition pour le IVème Programme Cadre de Recherche et Développement Technologique (RDT) de la Communauté (1994-1998) (1). Pour en permettre une adoption et une mise en oeuvre rapide, complète et cohérente, la Commission présentait le 6 octobre dernier, par le biais d'un Document de travail, ses intentions quant au contenu scientifique et technologique des programmes spécifiques destinés à mettre en oeuvre le IVème Programme Cadre (2).

To tackle the serious problems resulting from the lack of coordination at different levels, and to avoid the dangers of continuing to manage the research and technological innovation process via insufficiently integrated policies when these should be focused on the rapid transformation of scientific break-throughs into job-creating industrial and commercial successes, the Committee lists in its Opinions a number of recommendations, and in particular: - the need to reform bodies implementing Community RTD programmes and to simplify the administrative organization of such programmes; - the need to make coordination part and parcel of the Community RTD framework by creating networks for systematic exchange of information and "tableaux de bord" on national and Community research actions; - the need to develop a flexible, interdisplinary approach in the light of the fifth framework programme; - the need to create a single European market for innovation by eliminating the present segmentation; - the need to promote a coordinated European environment in respect of national tax incentives for intangible investment and for innovation, especially in SMEs; - the need to stimulate the further intertwining of research and industry within the framework of new and more sophisticated machinery and a favourable legal and regulatory framework; - the need to develop international cooperation through the advance, systematic coordination of activities carried out by the Member States and by the European Union; - the need to reinforce coordination between the research/technological innovation policy and other Community policies, ensuring greater consistency between them.
Pour faire face aux graves problèmes résultant du manque de coordination à différents niveaux et aux dangers qu'il y aurait à continuer de gérer la spécificité du processus de recherche et d'innovation technologique par le biais de politiques insuffisamment intégrées et focalisées sur la transformation rapide des percées scientifiques en réussites industrielles et commerciales et créatrices d'emploi, le Comité détaille dans son avis toute une série de recommandations, et en particulier: - réformer les organes d'exécution des programmes communautaires de RDT, et simplifier l'organisation administrative qui gère ces programmes; - faire de la coordination un instrument au service du cadre communautaire de RDT, par la création de réseaux d'échanges systématiques d'information et des "tableaux de bord" sur les actions nationales et communautaires de recherche; - développer une approche flexible et interdisciplinaire dans la perspective du 5ème programme-cadre; - créer un marché unique européen de l'innovation en éliminant les segmentations encore existantes; - promouvoir un contexte européen coordonné de mesures fiscales entre les Etats membres en faveur des investissements immatériels, et pour la promotion de l'innovation, notamment en faveur des PME; - stimuler des interactions entre recherche et industrie par le biais de mécanismes nouveaux et plus élaborés, et la mise en place d'un cadre juridique et réglementaire favorable; - développer la coopération internationale par une coordination préalable et systématique des actions menées par les Etats membres et l'Union européenne; - renforcer la coordination entre la politique de recherche et d'innovation technologique et les autres politiques communautaires en garantissant une cohérence accrue entre elles.
