The actions taken by producers' organisations, their professional organisations, their commercial undertakings and the inter-branch organisations of the wine-growing sector shall be included in the Integrated Wine Operational Programmes (IWOPs) in so far as they have been recognised at national and/or regional level.

The Commission notes that a majority of Member States do not usually take into account health policy considerations when they fix their rates. As far as agricultural policy is concerned, the current zero minimum excise duty rate for wine is often seen by wine producing Member States and by producers as a necessary auxiliary measure, in order to promote the basic objectives of the Common Market Organisation for wine. However, some of the other Member States would require any changes to the minimum rates to be made conditional upon the introduction of a positive minimum excise duty rate for wine. The issue of wine taxation remains therefore a very controversial and politically sensitive issue.
La Commission note que la plupart des États membres ne tiennent généralement pas compte de leur politique de santé lors de l'établissement du niveau des taux. En ce qui concerne la politique agricole, l'application actuelle d'un taux minimum zéro au vin est souvent considérée par les États membres de production et par les producteurs comme une mesure indispensable pour soutenir les objectifs de l'organisation commune du marché vitivinicole. Pour certains des autres États membres en revanche, toute modification des taux minimums devrait être subordonnée à l'introduction d'un taux minimum positif pour le vin. La taxation du vin reste donc une question très controversée et politiquement sensible.
