And while we have a proposal here that the Commission will report back to us in five years' time as to whether we are achieving what we set out to achieve, I hope that the Commission will come back here each year and tell us in what direction things are moving – whether the proposals are working, whether things are getting better or indeed in some cases getting worse – so that we can introduce corrective actions, rather than waiting for five years before beginning to take alternative steps.

The Three are essentially recommending a gradual phasing-out of the quota system in a move towards a totally unrestricted market, in the following stages : - quotas established by the Commission for the first quarter of 1988 (output in which is virtually all sold already) which would then serve a definitive basis of reference, - seasonally adjusted quotas increased by 2.5 % every quarter from the second quarter of 1988, up to 10 % at the beginning of the first quarter of 1989, - permanent abolition of the quota system as from 1 April 1989. The report suggests an alternative : if before 15 March 1988, the producers give firm guarantees to the Commission that they will reduce capacities by at least 75 % of the surplus identified by the Commission, i.e. at least three quarters of some 20 million tonnes for the three categories in question (hot-rolled coils, heavy sheet and heavy sections), the Commission could suspend the progressive quartely quota incrases and return to a system of quotas adjusted to market possibilities which would apply until 31 December 1990 at the latest.
