Le Conseil s’est félicité de l’objectif du Conseil européen de construire une Union de l’énergie visant une énergie abordable, sûr et durable, et soutient les travaux en cours pour parvenir à un marché intérieur de l’énergie de l’UE pleinement opérationnel et interconnecté, comme énoncé dans les conclusions du Conseil européen du 23 octobre. By means of this Communication, the Commission intends to respond to these three challenges and proposes four specific objectives: firstly, increasing the European Union’s security of supply, but also that of our neighbours; secondly, to extend the benefits of the enlarged Union’s internal energy market to a Europe beyond our borders; thirdly, to support the modernisation of energy systems in the countries surrounding us; and finally, to promote the implementation of energy infrastructure projects which correspond to the Union’s strategic interests.
Par cette communication, la Commission veut répondre à ces trois défis et elle se pose quatre objectifs concrets: primo, le renforcement de la sécurité d’approvisionnement de l’Union mais aussi de nos voisins; secundo, l’extension des bénéfices du marché intérieur de l’énergie de l’Union élargie à une Europe dépassant nos frontières; tertio, la promotion de la modernisation des systèmes énergétiques dans les pays qui nous entourent; et quarto, la promotion de la réalisation de projets d’infrastructures énergétiques qui répondent aux intérêts stratégiques de l’Union.

Like the trans-European transport and energy network projects, the proposal for a programme on the development of data communications networks between administrations comes within the scope of the implementation of the growth initiative because: - it will facilitate, through the implementation of the master plans and following consultations with the administrations, the introduction of a network architecture which, by reason of the necessary harmonization of specifications, will result in the gradual upgrading of the physical infrastructures and their associated services in the least well endowed Member States, thus reinforcing the cohesion of the Community; - it places at the disposal of the Community a system for the administration of Community rules to promote the functioning of the internal market for the benefit of economic operators, while at the same time offering them substantial advantages in terms of speed and efficiency.
La proposition du programme de réalisation de réseaux télématiques entre les administrations s'inscrit, au même titre que les projets de réseaux transeuropéens de transports et d'énergie, dans le cadre de la concrétisation de l'initiative de croissance: - parce qu'elle va permettre, à travers la mise en oeuvre des schémas directeurs et la concertation avec les administrations, d'établir une architecture de réseaux qui, en raison de la nécessaire harmonisation des spécifications, va conduire à la mise à niveau progressive des infrastructures physiques et des services associés dans les Etats membres les moins pourvus, renforçant ainsi la cohésion de la Communauté; - parce qu'elle met à la disposition de la Communauté un système de gestion des règles communautaires favorisant le fonctionnement du Marché intérieur au bénéfice des opérateurs économiques, qui y trouveront des avantages substantiels en termes d'efficacité et de rapidité.
